5. 22. <br />CC Regular Session <br />Meeting Date: <br />08/22/2023 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />Information <br />Title <br />Adopt Resolution #23-201 Ordering Plans and Specifications for MSA Alpine Drive Reconstruction, <br />Improvement Project #24-11 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #23-201 ordering plans and specifications for MSA Alpine Drive <br />Reconstruction, Improvement Project #24-11. <br />Background: <br />The 2023 — 2032 Capital Improvement Program (CIP) identifies Alpine Drive between Puma Street and <br />Armstrong Boulevard (CSAH 83) for street reconstruction in 2024. Additionally, the CIP identifies extension of <br />trunk watermain between Armstrong Boulevard and Puma Street to complete a critical watermain loop. A street <br />segment summary for the project is attached to this case. <br />Project History <br />On June 13, 2023, the Ramsey City Council adopted Resolution #23-130, accepting and awarding a proposal to <br />Bolton & Menk, Inc. for topographic survey of the project area. <br />On June 27, 2023, the Ramsey City Council adopted Resolution #23-129, accepting and awarding a proposal to <br />Independent Testing Technologies Inc. for a geotechnical report of the project area. <br />Project Scope <br />This project proposes to reconstruct Municipal State Aid (MSA) Alpine Drive between Puma Street and <br />Armstrong Boulevard (CSAH 83). The project limits will stop approximately 400 feet west of Armstrong <br />Boulevard, and tie into the new pavement section built by Anoka County in 2023 as part of the Armstrong <br />Boulevard and Alpine Drive roundabout project. City trunk watermain was also extended to the west side of <br />Armstrong Boulevard as part of the roundabout project, to avoid future impacts. <br />The street is a 29-foot wide urban section with concrete curb and gutter, with no parking allowed on either side of <br />the street. A bituminous trail runs along the north side of Alpine Drive with concrete pedestrian ramps crossing <br />the side streets. Impacts to the trail are not anticipated with this project. <br />Watermain exist on both ends of the project area, sanitary sewer exists near the west end of the project area. The <br />subdivisions on both sides of Alpine Drive are not within the MUSA. Sanitary sewer is not proposed to be <br />extended, however trunk watermain is proposed to be extended between Armstrong Boulevard and Puma Street. <br />This is a critical trunk watermain loop connection as all water west of Armstrong Boulevard along north of 147th <br />Avenue are currently served from one trunk line. This is also identified in the 2040 Comprehensive Plan Water <br />Plan, which is attached to this case for reference. <br />Because of the watermain construction, concrete curb and gutter will potentially require replacement. If during <br />project design the existing concrete curb and gutter is found to be in good conditions, directional drilling of the <br />watermain may be explored, and only spot concrete curb and gutter replacements would be necessary.
