1 c. In all other areas, storm water runoff must be directed away from the bluff impact <br />2 zones or unstable areas. <br />3 (5) Development on steep slopes. Construction of structures, impervious surfaces, land alteration, <br />4 vegetation removal, or other construction activities are allowed on steep slopes if: <br />5 a. The development can be accomplished without increasing erosion or storm water <br />6 runoff; <br />7 b. The soil types and geology are suitable for the proposed development; and <br />8 •c. Vegetation is mama to the rcguircmcnt� of +'on 117 148(i) (vcgctatie <br />-r-rrr _ � rr�rsr-r-rr <br />9 manage-cnt). <br />10 (6) Conditions of land alteration permit approval. <br />11 a. Temporary and permanent erosion and sediment control measures retain sediment <br />12 onsite consistent with best management practices in the Minnesota Stormwater <br />13 Manual; <br />14 b. Natural site topography, soil, and vegetation conditions are used to control runoff and <br />15 reduce erosion and sedimentation; <br />16 c. Construction activity is phased when possible; <br />17 d. All erosion and sediment controls are installed before starting any land disturbance <br />18 activity; <br />19 e. Erosion and sediment controls are maintained to ensure effective operation; <br />20 f. The proposed work is consistent with the vegetation standards in section 117 148(i) <br />21 4-vegetation management); and <br />22 g. Best management practices for protecting and enhancing ecological and water <br />23 resources identified in Best Practices for Meeting DNR General Public Waters Work <br />24 Permit GP 2004-0001. <br />25 (7) Compliance with other plans and programs. All development must: <br />26 a. Be consistent with Minn. Stats. ch. 103B, and local water management plans completed <br />27 under [Minnesota Rules] chapter 8410; <br />28 b. Meet or exceed the wetland protection standards under Minnesota Rules, chapter <br />29 8420; and <br />30 c. Meet or exceed the floodplain management standards under Minnesota Rules, <br />31 chapters 6120.5000-6120.6200. <br />32 (K) Subdivision and land development standards. <br />33 (1) Purpose. <br />34 a. To protect and enhance the natural and scenic values of the MRCCA during <br />35 development or redevelopment of the remaining large sites; <br />36 b. To establish standards for protecting and restoring biological and ecological functions <br />37 of primary conservation areas on large sites; and <br />38 c. To encourage restoration of natural vegetation during development or redevelopment <br />39 of large sites where restoration opportunities have been identified in MRCCA plans. <br />40 (2) Applicability. <br />41 a. The design standards in this section apply to subdivisions, planned unit developments <br />42 and master -planned development and redevelopment of land involving ten or more <br />43 acres for contiguous parcels that abut the Mississippi River and 20 or more acres for all <br />44 other parcels, including smaller individual sites within the following developments that <br />45 are part of a common plan of development that may be constructed at different times: <br />46 1. Subdivisions; <br />47 2. Planned unit developments; and <br />48 3. Master -planned development and redevelopment of land. <br />49 o.
