1 Best management practices (BMPs) means erosion and sediment control and water quality management <br />2 practices that are the most effective and practicable means of controlling, preventing, and minimizing <br />3 degradation of surface water, including construction -phasing, minimizing the length of time soil areas <br />4 are exposed, prohibitions, and other management practices published by state or designated area- <br />5 wide planning agencies. (Refer to the current versions of the Minnesota Pollution Control Agency's <br />6 publications, "Protecting Water Quality in Urban Areas," and, "Storm -Water and Wetlands: Planning <br />7 and Evaluation Guidelines for Addressing Potential Impacts of Urban Storm -Water and Snow -Melt <br />8 Runoff on Wetlands," the United States Environmental Protection Agency's, "Stormwater <br />9 Management for Construction Activities: Developing Pollution Prevention Plans and Best <br />10 Management Practices," and the state department of transportation's, "Erosion Control Design <br />11 Manual" for suitable BMPs.) <br />12 Biological and ecological functions. The functions of vegetation in stabilizing soils and slopes, retaining <br />13 and filtering runoff, providing habitat, and recharging groundwater. <br />14 Bluff (Shoreland) means a topographic feature such as a hill, cliff, or embankment having the following <br />15 characteristics (an area with an average slope of less than 18 percent over a distance for 50 feet or <br />16 more shall not be considered part of the bluff): <br />17 (1) Part or all of the feature is located in a shoreland area; <br />18 (2) The slope rises at least 25 feet above the ordinary high water level of the water body; <br />19 (3) The grade of the slope from the toe of the bluff to a point 25 feet or more above ordinary high <br />20 water level average 30 percent or greater; and <br />21 (4) The slope must drain toward the waterbody. <br />22 Figure 1.
