1 a. The planned equipment would exceed the structural capacity of the existing or <br />2 approved tower or building, as documented by a qualified and licensed professional <br />3 engineer, and the existing or approved tower cannot be reinforced, modified, or <br />4 replaced to accommodate planned or equivalent equipment at a reasonable cost. <br />5 b. The planned equipment would cause interference materially impacting the usability of <br />6 other existing or planned equipment at the tower or building as documented by a <br />7 qualified professional and the interference cannot be prevented at a reasonable cost. <br />8 c. Existing or approved towers and buildings within the search radius cannot <br />9 accommodate the planned equipment at a height necessary to function reasonably as <br />10 documented by a professional engineer. <br />11 d. In spite of its best efforts, within 60 days, the applicant was unable to obtain approval <br />12 to collocate on an existing or approved tower or building. <br />13 e. Other reasons that make it impractical to locate the planned telecommunications <br />14 equipment upon an existing or approved tower or building. <br />15 (2) Shared use of existing communications towers shall be preferred to the construction of a new <br />16 tower. Any proposed commercial wireless telecommunication service tower shall be designed <br />17 structurally, electrically, and in all respects, to accommodate both the applicant's antennas <br />18 and comparable antennas for at least two additional users. <br />19 (G) Tower construction requirements. All towers erected, constructed, or located within the city, and all <br />20 wiring therefor, shall comply with the requirements set forth in chapter 105. <br />21 (H) Tower and antenna design requirements. Proposed or modified towers and antennas shall meet the <br />22 following design requirements: <br />23 (1) Towers and antennas shall be designed to blend into the surrounding environment through <br />24 the use of color and design, except in instances where the color is dictated by federal or state <br />25 authorities such as the Federal Aviation Administration. Tower architectural standards are <br />26 subject to final city council approval. <br />27 (2) Commercial wireless telecommunication service towers shall be of a monopole design unless <br />28 the city council determines that an alternative design is preferred in cases where structural <br />29 or design considerations, neighborhood compatibility, location availability, or the number of <br />30 potential collocations warrants this consideration. <br />31 (3) All towers must be designed so that the tower site and setbacks will contain guyed wires, <br />32 debris, and the tower in the event of a collapse, except towers of monopole design. <br />33 (I) Tower bulk standards. Towers shall conform with each of the following requirements: <br />34 (1) No part of any communication antenna or tower, equipment, guyed wires, or braces shall at <br />35 any time extend across or over any part of the public right-of-way, public street, highway, <br />36 sidewalk, or recreation trail. <br />37 (2) In business and industrial zoning districts, towers shall meet the setbacks of the underlying <br />38 zoning district with the exception of industrial zoning districts, where towers may encroach <br />39 into the side or rear setback area, provided that the side or rear property line abuts another <br />40 nonresidential zoned property and the tower does not encroach upon any easements. When <br />41 adjacent to a residential district, the tower must meet the setback equal to the height of the <br />42 tower plus ten feet or the setbacks of the underlying zoning district, whichever is greater. <br />43 (3) Towers constructed within the Tower Overlay and Public/Quasi-Public Zoning Districts shall <br />44 maintain a minimum setback equal to the height of the tower plus ten feet from any lot line. <br />45 (4) Towers shall not be located between a principal structure and a public street, with the <br />46 following exceptions: <br />47 a.
