Mayor Gamec directed staff to comprise a chart depicting the differences between the City
Administrator and City Manager forms of government.

The consensus of the Council was to discuss the City Manager and City Administrator forms of
government further at a future work session.

Assistant City Administrator Nelson requested direction regarding the hiring process in the
iuterim period prior to further discussion regarding the form of government.

Thc consensus of the Council was to direct staff to confmue with the current hiring procedures
untl] any changes are made in the form of government.

City Administrator Norman indicated staff will look at internally tweaking the hiring process to
expedite hiring as much as possible.

6) Municipal Center FF&E Package

Assistant City Administrator Nelson informed the Couneil that staff has conducted an inventory
of the existing non-systems furniture at City Hall and the Police Department. Intereum, which is
a l-lmman Miller Furniture Dealer, has conducted an inventory of the existing systems furniture.
Thc existing seating, conference tables and filing cabinets were included in the non-systems
inveotury and have been assigned to areas within the new building. Interenm has developed a
furniture package to furnish the balance of the building. The proposed package and preliminary
budget assumes new systems furniture. The preliminary budget for the entire furniture package
is $579,168. The placeholder in the budget for the entire FF&E package is $700,000.

Assistant City Administrator Nelson advised there are several options to pare down the
preliminary budget. The most significant of which is whether to purchase new systems fttmiture
er to re-furbish the existing systems furniture. Re-furbishing the entire stock of existing systems
furniture brings with it some significant challenges in terms of needing to remove the existing
farniturc and allow time for painting or re-fabrlcing. Staff has discussed options to have existing
file cabinets that are within work stations re-painted, allowing for staff to continue to work in the
existing work space up until move-in day and for the re-use cfa large number of files. There are
opportunities to sell the existing systems furniture; Intereum has agreed to assist the City in that
re-salc if the City should choose to go that direction. She indicated staff is seeking direction
Ii'om Council regarding whether staff should proceed with planning to refurbish all existing
systems furniture or to pumhase new systems furniture and refurbish all existing files.

Councihnember Cook commented it may be more cost effective to sell the existing systems
rather than refm'bishing them. He requested staff to provide the figures for the Council to
review.

Councilmember Jeffrey expressed concern with the cost and disruption to daily business with the
refi~rbisbing of existing furniture, due to the displacement of employees while the work is being
completed.

Councihnember Pearson concurred.

City Council Work Session / September 6, 2005
Page 5 of 6
