City Administrator Norman indicated he talked to the Shade Tree developer today. The <br />developer indicated he has concerns, but would be willing to work with the Council regarding <br />the discussed changes, but he thinks the additional extension to CR 5 would be at City cost. <br /> <br />Councilmember Elvig inquired if the developer would be willing to take on the majority of cost <br />on Potassium Street where he will benefit with direct access. <br /> <br />Community Development Director Trudgeon replied the preliminary discussion was cautionary <br />betweeu Shade Tree, Nat/mm[ Growth, and City participation of construction of the road. Some <br />of the initial discussion was that the developer would contribute towards Potassium Street. <br /> <br />Mayor Gamec noted there will be about 190 trees eliminated by Quicksilver being extended. <br /> <br />Motion by Councihnember Elvig, seconded by Councilmember Jeffrey, that the following <br />motion adopted by the Council on June 14, 2005, to-wit: <br /> <br />That the following street aligmnent be incorporated for the preliminary plat and site plan <br />approval of Shade Tree Cottages: Keep the general alignment of Potassium Street with <br />the street moved as much as possible to the west, to improve Potassium Street to a <br />minimum standard width with a minimum impact. <br /> <br />Be RJ;SCINDED and replaced with following motion to-wit: <br /> <br />Motiou to instruct City. Staff to undertake the ibIlowing tasks in order to address <br />transportation needs ii1 the area of Nowthen Boulevard (CSAH), Old Noxa4hen, Potassium <br />Street and Alpiue Drive. <br /> <br />a. Keep the new Potassium Street road aligmnent as far west as possible and construct it <br /> to 24' (curb to curb) in width, with the west side curb to be concrete and the east side <br /> to be bituminous curb. <br />b. Require the establistmxent of a temporary public road access from Quicksilver Circle <br /> to CSAH 5 tN'ough the Shade Tree Cottages development coriditioned on the affected <br /> property owners on Potassium Street agreeing in writing to convey the necessary <br /> easement for the new Potassium Street road aligmnent to the City by September 1, <br /> 2005. <br />c. StalI'is directed to negotiate first rights of refusal with the property owners of the four <br /> properties located on the NE comer of County #5 and Alpine Road for proposes <br /> acquiring roadway easements for a routing from Potassium to Alpine with the <br /> purpose being the eventual closure of all accesses on County #5 from 157th to Alpine <br /> Road, including the closure of the temporary public road access from Quicksilver <br /> Circle to CSA;[t 5 described in (b) above. <br />d. Close and cul-de-sac the southerly access to CSAH 5 from Nowthen Boulevard. <br /> <br />Forther discussion: Councilmember Strommen stated one problem is being substituted for <br />another by closing the south end of old CR 5, and they are creating a dangerous iutersection. <br /> <br />City Co uneil./July 26, 2005 <br />Page 10 of 35 <br /> <br /> <br />
