community events, business access signage during detours associated with construction projects, <br /> and notice of restrictions that the Police Department may require. <br /> <br /> City Eugineer Jankowski advised staff recommends that; (a) the attached draft policy be <br /> reviewed and recommended for adoption; (b) the City author/ze the purchase of sign making <br /> eqnipment in the amount of $20,000 to facilitate the production of these needed address signs as <br /> soon as possible; and (c) that staff identify and send notices to developers who are responsible , <br /> ['or the installation o£ these signs pursuant to their development agreements with the City. <br /> <br /> Public Works Director Olson stated the Police Depm'tment has indicated an interest to contribute <br /> some funds for this pt~rchase, and the Equipment Replacement Fund could be utilized as well. <br /> There could be an escrow required from developers if they choose to have the City produce the <br /> signs. Staff had discussed including this in the budget discussions for next year, but saw tl:ds as <br /> att opportm*ity to get the same equipment for hal£the cost. <br /> <br /> Chairperson Elvig snggested that it be highly encouraged that the signs be made by the City in <br /> order to eusure consistency. <br /> <br /> Public Works Director Olson replied it can be mandated that the City install the signs, but the <br /> City weald then be responsible lbr ali of the costs. Future development agreements can require <br /> that the City install the signs. <br /> <br /> Councilmember Olson inquired who will be responsible for making the signs. <br /> <br /> Public Works Supervisor Reamer replied the signs would be made by the Public Works <br /> Department. <br /> <br /> Pnblic Works Director Olson stated it should be clear that there will be strict enforcement of this. <br /> Even though the developers are not required to put these sikms in, staff will be as timely on this <br /> as possible. The recent 911 call that was received was in a subdivision that was very difficult to <br /> ]~iud. Letters will be sent to the developers with a three to font week timeframe allowed to meet <br /> the reqnirements. <br /> <br /> Chairperson Elvig suggested an explanation o£ the 911 incident could facilitate response from <br /> the developers. <br /> <br />· Councilmembcr Olson contmented the developers may be happy to comply with this <br />reqtfirement, as it should assist in people being able to locate their townhouses that a'e for sale. <br /> <br /> ChaitT~erson Elvlg inquired shout the appearance of the signs. <br /> <br /> Public YVorks Director Olson replied staff had considered that these would be normal street si~ns <br /> with address ra~lges. <br /> <br /> Motion hy Chaiq~erson Elvig, seconded by Councilmember Olson, to recommend to City <br /> Colme/l that; (a) tile attached draft policy be reviewed and adopted; (b) the City authorize tlxe <br /> <br />Public Works Committee / April 18, 2006 <br /> Page 5 of 10 <br /> <br />-277- <br /> <br /> <br />
