INTI:~.ODU CTION <br /> <br />The City received a petition fi)r street grading and pavemem improvements on December <br />10, 2004. A copy of this petition is included in Appendix A. This petition was considered <br />by the City Public Works Committee on January i8, 2004 and was fop,yarded to the City <br />couuciJ with a recommendation that a feasibility study be prepared. This recorm:uendation <br />was ratified by the City Council at the February 8, 2005 meeting. A public hearing was <br />held on April 12, 2005. The project ',vas ordered on June 14, 2005 and plans and <br />specifications were prepared. The project was bid on February 23, 2006 and ail bids were <br />rojected as req.ui~,ed by the City Council on February 28, 2006 since the bids exceeded the <br />original feasibility study estimate by more than 10%. <br /> <br />The petition received requested that the following s%m-nents of street; I67 Lane from <br />Variolite Street to Urauimite Street; Uranimite Street fi-om i6J~'~ Lane to i64th Lane; <br />1647 Lane fi'om Uranimite Street to Sapphire Street; Sapphire Street fi'om i64th Lane to <br />[64m Avenue; and 164th Avenue from Sapphire Street to a point 300 feet east thereof, <br />hereafter which shall be referred to as Welcome's Road, be considered for improvements <br />consisting of grading and bituminous paving. The project area is illustrated in Figure 1. <br /> <br />This report will identify the current conditions and' along with the proposed <br />ir~!provements and the associated costs. These costs reflect the project improvements in <br />light of the prepared pbms aud specifications and. the February 23, 2006 bidding results. <br />Finally this report will oudine the proposed method of financing for each element of the <br />improvementsi <br /> <br />EXISTING CONDITIONS <br /> <br />The streets above identified as Welcome's road consist of slightly over one half mile of <br />sand surfaced su'eet which varies ix', width, but are generally about 30 feet wide. The <br />alignment does not consistently follow the center of the 66 foot right of way. Drainage is <br />provided by roadside ditches and driveway culverts along most of the length of the <br />project area, bur are lacking over a signiiicant portion of the roadway. <br /> <br />PROPOSED iMPROVEMENTS <br /> <br />It is proposed that the roadway be regarded such that it is aligned within the center of the <br />66 flint right of way, A 28 foot widt: bituminous pavement shall consist of four inches o£ <br />class 5 g~anular base, two inches of bituminous base course, and 1.5 inches ofbitumi~mus <br />weur course on '163 ~ [,ar, e, Uranimite S treet;:anO164tha'Lane..Beeause.of q~ms'fionable <br />soils identified on portions of Sapphire Street and 164ih Avenue the pavement structure <br /> <br />-287- <br /> <br /> <br />
