on these street shall consist of six inches ofdass 5 grannlar base, two inches o£ <br />bitunrinous base course, and two inches ofbitnminous wear course on these streets. <br /> <br />Drainage si]all be provided drrough g-faded roadside ditches and new driveway culverts <br />over thc majority o£the project length; however, in an effort to avoid tree impacts it is <br />proposed that a bituminous bean curb be placed along 167 Lane and the sonthernmost <br />400 feet of UranimJte Street. Drainage shall be conveyed front th.e southeast portion of <br />the project area to thc Varolite Street ditchline. Drainage from the southeast portion o£ <br />the project area shall be conveyed to County Ditch 3/66 which crosses 164th Avenue <br />between Sapphire and Quartz Street. Drainage from the majority of the project area shall <br />be conveyed to the wetland winch is located south of 164 Lane arm east of Sapphire <br />Street. Figaro 2 illustrates the proposed drainage patterns including curblines, spillways, <br />ditches and culverts. It should be noted that 16421 Sapphire street has a mound septic <br />system which is located at [east partially withJn the fight of way of Sapphire Street. The <br />proposed drainage plan eliminates the need for a ditch section past this location to avoid <br />conflict with this system. <br /> <br />This project does not alticipate the cmmection of private driveways to the new <br />bituminous roadway. The cost of this connection, if desired, wilt be the responsibility of <br />thc individual properW owners. Where it is necessary to remove existing d~Jveways J:br <br />the installation of culverts or to accommodate a transition to the new roadway, snch <br />driveways shall be neatly saw cut and replaced with like material as a portion of the <br />project cost. Disturbed turfed areas shall be restored with fertilizer, seed and mulch. <br /> <br />EST[MATED COSTS <br /> <br />The construction cost for this project is estimated to be $200,595 which is detailed in <br />Appendix B. [n additinn to the estimated construction costs an additional 25% has been <br />incittded to cover the overhead cost associated with this project. These costs include; <br />engineering desi~ma 8'%; project administration 5%; bondin5' and legal 2%; inspection and <br />testing 5%; and 5% ~br contingencies. The total project cost fro' this project is therefore <br />estimated to be: $250,7'44. <br /> <br />F[NANCING <br /> <br />It is proposed to finance one half (50%) of the total project cost, $125,372 though special <br />assessments to tim benefited properties adjacent to the improved sa'eels consistent with <br />Minoesota State Statutes 429 and City of Ramsey Code Chapter 4. The remaining 50%, <br />or $125,372 of the project will be financed with City of Ramsey general tax 2rods. The <br />assessed portion of the project cost shall be equally assessed among the benefited i9 <br />properties listed iii Appendix C. This would resuit in an assessment of $6,599 per <br />pt'operty. Il' a property owner would elect to have this assessment collected over a ten <br />year per/od at an estimated interest rate of 6.5%, annual payments would range from <br />$1089 to .5703 over this ten year period, l'c should be noted that five of the I9 properties <br />arc owned by two property owners and their assessments would be multiples of the above <br />ralLies. <br /> <br />-289-- <br /> <br /> <br />
