Mayor Gamec noted there is a major problem in this area in tlying to deal with the gravel and the <br />&'ainage. <br /> <br />Councihnember Cook snggested if the City were to contribute more than tile 50% for this <br />project, findings of fact would be necessary to show that it is different than a normal rcsurfacing <br />project. Some of these factors may be tim wetlands al~d the underlying soils. <br /> <br />Councilmember Elvig concun'ed. He noted the residents, the Public Works Committee m~d the <br />Council all agreed that at a 50/50 split, the project was equitable. Obviously there is an mxomaly <br />on tiffs road which needs to be pinned down to consider participatiou at ~nother levek <br /> <br />Mayor Garnec suggested action on this project be tabled and brought back to a work session for <br />discussioil. <br /> <br />Councihnember Cook suggested this process move forward in order to have the project bid for <br />this year's conslruction season. If the process is statied now ttmy will have 90 days to come up <br />w/ih a solid detcrmh~ation residing the funding and costs. <br /> <br />Cotmc/lmernbcr Elvig directed staff to include a breakout of costs that would include possible <br />cost rcductions when 'the project is put out Ibr bid. <br /> <br />Councilmen~ber Strommen directed staff to hold a neighborhood meeting with the residents to <br />discuss the project ai~d costs. <br /> <br />Councilmember Jeffrey directed st~f to provide the Council with information rcg~ding tile <br />anomalies on this project in re'der to provide a good, valued judgment on the project and costs. <br /> <br />bfayor Gamee directed staff to include this topic on the agenda of thc next Public Works <br />Co~rm~ittce meeting. <br /> <br />City Engineer Jartkowski indicated staff will meet with die residents in a neighborbood meeting <br />and obtain input. 'l-l~is infommtion will be shared with the Public Works Committee with a <br />reconnnendation for tile Public Works Cormni~ee to modify the feasibility stady. <br /> <br />Councihnember Cook directed staff to also provide i~ndings of fact to show how this project is <br />riffle-rent than other projects that would allow the City to fired the project at a higher than 50% <br />portion. <br /> <br />Case #5: Authorize Contract for Canstrnction of New Park Shelter at Central Park <br /> <br />Assistant City Administrator Nelson reviewed that on Febmay 28, 2006, tile Council authorized <br />re-bidding for the new pa'k shelter at Central Park. TIuTs new structure wouId replace the <br />existing Park Shelter located at the southern end of Central Park. The Ramsey Lions Club has <br />donated $185,000 towards the cost of constructing the new pm'k shelter. Bids were received and <br />opened at City }.Iall on Friday, March 24, 2006, at 10:00 a,m. Three bids were received. Tbe <br />low bid was from DNR Construction Services in the am. otmt of $311,500.00.
