CASE # 3

CONSIDER. CHANGE ORDER FOR IMPROVEMENT PROJECT 05-22
RAMSEY TOWN CENTER PHASE 2 SEGMENT 1
By: Steven Jankowski, City Engineer

Background:

This project inchules the construction of Civic Center Drive belsveen Zeolite and
Sapphire Streets. One element of this street includes a "bump ont" in the street section to
accommodate the bus loading zone in Front of the municipal parking structure. Concrete
pavement is required through the area that busses will be braking and accelerating to
prevent rutting and shoving that would be anticipated if bituminous pavement were
utilized. The plans called for a 10 foot wide concrete bus parking section on the south
side of tl~e street, but made an accommodation for only a five foot segment on the north
side. If constructed in this manner only the right side on the bas wheels would be braking
on concrete pavement.

In order to rectify this deficiency two options have been considered. The l'irst option
would be to mill out the base course of bitumiuous pavement adjacent to the concrete and
place seven foot concrete section adjacent to the existing concrete curb. This would
provide a wide enough width to provide an adequate section for stopping buses.
I{owevcr, tl~is section would result in having a concrete section protruding into an
otllel wise bilmninous pavement on the north side of the street tbr a distance of
approximately 180 feet. On the south side of the street the concrete lbr the bus stop is
located entirely south of the extension of the cnrb line leading into the bus stop "bump
out". Although fnnctional, there are aesthetic co~xcems with this alternative. A secor~d
altc~atJve would be to place a hill width concrete section thzou~ a 250 tbot section of
Civic Center Drive, by removing 37 feet of the bituminous base coarse and replacing it
el~tircly with a concrete section.

At the thne of this writing staff is awaiting the receipt of costs from the contractor to
facili tare both of these altenmtives.

~.t2 £ O ltl nl ell d }1 tie i1:

To be presented at the meeting

Action:

MolJon to recommend to City Council that a change order be authorized for one of the
alternatives described above.,

Reviewed By:
Public \Vbrks Director/Principal Engineer
Fire Chief'

PW: 05/16/06

-309-
