<br />Councilmember Musgrove introduced the following resolution and moved for its adoption:

<br />
<br />RESOLUTION AUTHORIZING PARTIAL PAYMENT TO NORTH VALLEY, INC. FOR
<br />IMPROVEMENT PROJECT #23-07; 2023 NEIGHTBORHOOD PAVEMENT OVERLAY
<br />IMPROVEMENTS.
<br />
<br />WHEREAS, the City of Ramsey proposes to overlay the pavement on numerous street segments
<br />in 2023 as identified within the 2023 – 2032 Capital Improvement Program; and
<br />
<br />WHEREAS, funding for this improvement is proposed to come from the Pavement Management
<br />Funds, Storm Water Fund and budgeted 2023 Temporary Pavement Repairs Funds; and
<br />
<br />th
<br />WHEREAS, pursuant to Ramsey City Council Resolution #22-250, adopted November 7, 2022,
<br />the City Council accepted and awarded the proposal to Bolton & Menk, Inc., for topographic survey of the
<br />project area; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #22-288 adopted December 13, 2022,
<br />the City Council ordered the City Engineer to prepare plans and specifications for improvement project 23-
<br />07, 2023 Neighborhood Pavement overlays Improvements; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-064, adopted March 28, 2023 the
<br />City Council approved plans and specifications as prepared by the City Engineer and authorized
<br />advertisement for bids for said improvements; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-084, adopted April 25, 2023 the
<br />City Council awarded a proposal to North Valley, Inc. of Nowthen, Minnesota in the amount of $536,886.89
<br />for construction of the improvement in accordance with the approved plans and specifications, for same
<br />improvement; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #23-118, adopted May 23, 2023, the
<br />City Council approved to amend the plans to complete a 1 1/2-inch mill and overlay of Alpine Drive within the
<br />drive lanes between the west side of its intersection with Yakima Street and of the east side of its intersection
<br />with Roanoke Street, with Change Order #1 in the amount of $60,583.56 for Improvement Project #23-07,
<br />2023 Neighborhood Pavement Overlay Improvements; and
<br />
<br /> WHEREAS, as of August 22, 2023, $522,010.58 has been paid to date; and
<br />
<br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment no. 2 to North Valley, Inc. of Nowthen, Minnesota for said project, in the
<br />amount of $8,069.77.
<br />
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY,
<br />ANOKA COUNTY, STATE OF MINNESOTA, as follows:
<br />
<br />1) The Ramsey City Council hereby authorizes partial payment no. 2 to North Valley, Inc. of
<br />Nowthen, Minnesota for said project, in the amount of $8,069.77.
