Authority positions as follows: Position 1, held by Ms. Scheiber, expires in 2004; Position 2, <br />held by Mr. Riley, expires in 2004; Position 3, held by Mr. Hardin, expires in 2003; Position 4, <br />held by Councilmember Zimmerman, expires in 2002; Position 5, held by Mr. Wagner, expires <br />in 2001; Position 6, held by Councilmember Haas Steffen expires in 2000; and Position 7, held <br />by Chairperson Kent expires in 1999. <br /> <br />Motion carried. Voting Yes: Chairperson Kent, Mr. Hardin, Councilmember Haas Steffen, Mr. <br />Riley, Ms. Scheiber, and Councilmember Zimmerman. Voting No: None. Absent: Mr. <br />Wagner. <br /> <br />Case #2: <br /> <br />Review and Recommend Adoption of 1999 Economic Development Authority <br />Operating Budget <br /> <br />There was consensus that the EDA needed to clarify its mission and priorities when setting its <br />budget allocations in the future. Though staff and members recognize that this was not possible <br />this year with the timing of this budget and the creation of the new EDA. <br /> <br />Members asked how the EDA budget was determined this year. Mr. Norman explained that it <br />was determined by inertia and based on previous years' budgets. <br /> <br />Councilmember Haas Steffen stated that there was very little flexibility with the EDA Budget <br />bottom line, but that allocations could be reevaluated within the budget. <br /> <br />Councilmember Zimmerman suggested adding the EDA members' salaries into the operating <br />budget. <br /> <br />Mr. Mulrooney offered that some communities organize the budget and mission and priority <br />projects in the style of a business income statement and balance sheet. <br /> <br />Mr. Hardin requested a breakdown of three line items including the Economic Development <br />Coordinator, Professional Services, and Other Contracted Services items. He would like to know <br />why the City is budgeting for an Economic Development Coordinator salary when that position <br />does not exist, and he would like for the EDA to review the current contracts. <br /> <br />Councilmember Hass Steffen stated that her hope was that the new EDA would have more <br />opportunities to "dream about" what the City should be doing for Economic Development in the <br />future. <br /> <br />No formal action was taken on this item and it will be included on a future special meeting <br />agenda for further discussion. <br /> <br />Case #3 <br /> <br />Update on Land Purchase Negotiations <br /> <br />Mr. Norman stated that BMA Associates is talking about a possible joint venture with the City, <br />similar to that the City had with AEC/Connexus Energy in the AEC Industrial Park.
