Councilmember Musgrove introduced the following resolution and moved for its adoption: RESOLUTION #23-208 RESOLUTION AUTHORIZING STAFF TO APPLY FOR RELEAF COMMUNITY FORESTRY GRANT FUNDS FOR EAB MANAGEMENT, ONGOING MAINTENANCE, AND TO PURCHASE AND INSTALL TREES WITHIN BOULEVARDS AND PARKS WHEREAS, the number of Emerald Ash Borer (EAB) infested trees in Ramsey is beginning to grow exponentially; and WHEREAS, the Minnesota Department of Natural Resources (DNR) has announced it has approximately $6.4 million available through the ReLeaf Community Forestry Grant program; and WHEREAS, grant funds can be used to reimburse certain eligible forestry expenses, such as Emerald Ash Borer (EAB) management and maintaining and increasing canopy cover; and WHEREAS, identifying and implementing operational efficiencies, cost savings and additional funding sources is one of the strategies within the 2023 Strategic Plan; and WHEREAS, a healthy community forest contributes to a greater quality of life for the community; and WHEREAS, species diversification creates a more sustainable community forest and should provide greater resistance from future disease and/or pest outbreaks; and WHEREAS, the deadline for submitting applications is September 18, 2023. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby authorizes Staff to apply for ReLeaf Community Forestry Grant funds to assist with EAB management activities and for the purchase and installation of new trees. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Howell, and upon vote being taken thereon, the following voted in favor thereof: Mayor Kuzma Councilmember Musgrove Councilmember Howell Councilmember Olson Councilmember Riley Councilmember Specht Councilmember Woestehoff
