Councilman cox its adoption: introduced the following resolution and moved for RESOLUTION 80-31 RESOLUTION DECLARING SUPPORT FOR FEDERAL REVENUE SHARING CONTINUANCE WHEREAS, the U. S. Congress will be debating during this session whether to extend the life of General Revenue Sharing to State and Local Government. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA COUNTY, MINNESOTA, as follows: 1) The City Council of the City of Ramsey supports General Revenue Sharing to State and Local Governments for the following reasons: a) Every community benefits from General Revenue Sharing in our country. General Revenue Sharing benefits State and Local Governments where as most other grants only benefit a few communities. The cost to the Federal Government to administer General Revenue Sharing is reportedly approximately 11/100 of one (1) percent which surpasses any govern- ment grant program in existance. d) The flexibility in the use of General Revenue Sharing with State and Local Government's budgets allows these same governmental entities to respond to unique needs of their own areas. This flexibility does not exist in other government programs. e) The General Revenue Sharing program from its inception has the best received federal program that Washington, D.C. has ever brought forward to its citizens. 2) The City Council of Ramsey does request/recommend that Congress eliminate any of the current government programs that exceed 11/100 of one (1) percent to administer. If Congress takes this approach in all their programs that are supposed to return tax dollars to the citizens we think they would solve a lot of the country's budget problems. It would also give the citizens a better return on their dollars. 3) The City Council of Ramsey directs that the City Administrator mail a copy of the resolution to the Minnesota U. S. Congressional Delegation to Washington, D. C.
