Councilman cox <br />its adoption: <br /> <br />introduced the following resolution and moved for <br /> <br />RESOLUTION 80-31 <br /> <br />RESOLUTION DECLARING SUPPORT FOR FEDERAL REVENUE SHARING CONTINUANCE <br /> <br /> WHEREAS, the U. S. Congress will be debating during this <br />session whether to extend the life of General Revenue Sharing to State <br />and Local Government. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA <br />COUNTY, MINNESOTA, as follows: <br /> <br /> 1) The City Council of the City of Ramsey supports General <br />Revenue Sharing to State and Local Governments for the following reasons: <br /> <br />a) Every community benefits from General Revenue Sharing <br /> in our country. <br /> <br />General Revenue Sharing benefits State and Local <br />Governments where as most other grants only benefit <br />a few communities. <br /> <br />The cost to the Federal Government to administer <br />General Revenue Sharing is reportedly approximately <br />11/100 of one (1) percent which surpasses any govern- <br />ment grant program in existance. <br /> <br />d) <br /> <br />The flexibility in the use of General Revenue Sharing <br />with State and Local Government's budgets allows these <br />same governmental entities to respond to unique needs <br />of their own areas. This flexibility does not exist <br />in other government programs. <br /> <br />e) <br /> <br />The General Revenue Sharing program from its inception <br />has the best received federal program that Washington, <br />D.C. has ever brought forward to its citizens. <br /> <br /> 2) The City Council of Ramsey does request/recommend that <br />Congress eliminate any of the current government programs that exceed <br />11/100 of one (1) percent to administer. If Congress takes this approach <br />in all their programs that are supposed to return tax dollars to the citizens <br />we think they would solve a lot of the country's budget problems. It would <br />also give the citizens a better return on their dollars. <br /> <br /> 3) The City Council of Ramsey directs that the City Administrator <br />mail a copy of the resolution to the Minnesota U. S. Congressional Delegation <br />to Washington, D. C. <br /> <br /> <br />
