Cotuncilman Cox introduced the following resolution and moved for its adoption: RESOLUTION 80-75 RESOLUTION REGARDING THE ANOKA LANDFILL LOCATED IN THE CITY OF RAMSEY WHEREAS, the "Anoka Landfill" is located in the City of Ramsey, and WHEREAS, certain Ramsey residents who reside on the west side of the landfill have observed trees dying on their property, and WHEREAS, the Anoka County Comprehensive Health Department and the Minnesota Pollution Control Agency have determined that explosive read- ings of methane gas exist and have existed at various times, which methane gas has been generated by the landfill, and WHEREAS, the methane gas is potentially dangerous to the health and safety of the area residents and has most likely contributed to the killing of the adjacent trees, and WHEREAS, the killing of trees not only on the landfill but on adjacent properties potentially devalues these properties, and WHEREAS, the Ramsey City Council met with the landfill operators and owners, Anoka County representatives, MPCA representatives, area resi- dents, Minnesota Health Department representatives on August 15, 1980 at a meeting specifically called to discuss and hopefully resolve the above des- cribed and related problems, and WHEREAS, the following questions and concerns were raised at the August 15, 1980 meeting: a) Reasons and solution for the extraordinary methane levels and its effects on the residents'safety and health as well as the environment. Is the immediate area in question a safe area for the residents to reside in and carry on their day to day living and is there a possibility that these homes are not habitable? c) Has or will the adjacent well water be polluted and is there a drinking water safety hazard? d) When will the well water testing be done, the results be returned to the City and who will be conducting these tests?
