Councilman Cox introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION #80-86 <br /> <br />RESOLUTION REQUESTING ANOKA COUNTY TO OPPOSEMETROPOLITAN COUNCIL'S <br />GUIDELINES FOR REVIEW OF ANY A~NDMENTS TO LOCAL GOVERN~NTS' CO~[PP~E- <br />HENSIVE PLAN <br /> <br /> WHEREAS, the City Council of the City of Ramsey, Anoka County, <br />State of Minnesota has reviewe~ the Metropolitan Council's proposed guide- <br />lines to be used when reviewing future proposed amendments to local munici- <br />pal governments' comprehensive plans. The City of Ramsey opposes the whole <br />concept of attachment one (1) for the following reasons: <br /> <br />1) The proposed Metro Guidelines for reviewing future <br />amendments to municipal governments' comprehensive plans - <br />This proposed document will usurp all management prerog- <br />atives of the local government elected officials in <br />setting land use policy in their respective communities. <br /> <br />2) The proposed Metro Guideline for reviewing future <br />amendments to mmaieipal governments' comprehensive plans - <br />This proposed document is like a cancer as it will destroy <br />the initiatives of local government and eventually local <br />government. It also creates a situation where local <br />government can't meet the needs of its citizens. <br /> <br />3) The proposed Metro Guideline for reviewing future <br />amendments to municipal governments' comprehensive plans - <br />This proposed document will create a paper monster for any <br />community in the future if it wants to amend their com- <br />prehensive plan. <br /> <br />4) The proposed Metro Guidelines for reviewing future <br />amendments to municipal governments' comprehensive plans - <br />This proposed document will generate additional front end <br />costs to industrial, commercial and residential above and <br />beyond the taxes they are already paying. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) In view of the above, the Ramsey City Council requests the <br />Anoka County Board to support them in opposing the proposed Metro Guidelines. <br /> <br /> 2) A copy of the Metro Council's proposed guidelines for re- <br />viewing future ~nendments to municipal governments' comprehensive plans is <br />attached to this resolution. <br /> <br /> <br />
