tends to supply information to the City Council, any part thereof, or any <br />City Staff member shall report in writing to the Secretary of the City <br />Council 'the name and affiliation of the person communicating with the City <br />Council, part thereof, or City Staff member. <br /> <br /> 3) To facilitate compliance with these procedures, it is the <br />intention of the City Council to presume that a lobbyist communicating in- <br />formation regarding cable television to individual City Council members or <br />City Staff members who is not identified for the purpose of the permanent <br />lobbyist registration list as to name and affiliation, is a%tempting to <br />influence the open decision-making process of this City Council in a way <br />which is inconsistent and in violation of the policies of this City Council. <br />A violation of this policy or procedure, as determined in the sole discretion <br />of the City Council, shall be a legitimate and valid justification for a re- <br />fusal to consider the input of the lobbyist. Should the City Council in its <br />sold discretion determine that the violating lobbyist represents a cable <br />television company, the violation shall be a legitimate and valid justifi- <br />cation for the City to reject the proposal of said compny. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilman Sorteberg and upon vote being taken thereon, the following voted <br />in favor thereof: <br /> <br />Mayor Gamec, Councilmen Sorteberg, Mickelson, Reimann and Cox <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey <br />City Council this the 25th day of November, 1980. <br /> <br />Mayor <br /> <br /> <br />
