Councilmember Sorteberg introduced the following resolution and moved for <br />its adoption: <br /> <br />RESOLUTION #81-107 <br /> <br /> WHEREAS, Anoka County has expressed, at the staff level an in- <br />terest in becoming the owner and operator of the Anoka Landfill located in <br />the City of Ramsey; and <br /> <br /> WHEREAS, the City of Ramsey has at least some preliminary in- <br />terest in Anoka County becoming the owner of the Anoka Landfill; and <br /> <br /> WHEREAS, such a possibility is contingent on the resolution of <br />numberous matters such as liability responsibility, ultimate use of the <br />site, City Council action on the South 80 acre tract, the methane gas use <br />feasibility, royalties to be paid to the City of Ramsey and numerous other <br />matters yet to be addressed by the City Council; and <br /> <br /> WHEREAS~ pursuant to the Waste Management Act~ Anoka County has <br />designated the Anoka Landfill as one of five (5) landfill slues to meet <br />the County's landfill needs for the future; and <br /> <br /> WHEREAS, the Pollution Control AGency has expressed some reser- <br />vation about the Anoka landfill South 80 acres being environmentally suit- <br />able for a landfill site; and <br /> <br /> WHEREAS, the Ramsey City Council has itself not taken an official <br />position on the future use of the South 80 acre tract; and <br /> <br /> WHEREAS, the City Council does want the option to review this <br />subject through public hearings with its citizens; and <br /> <br /> WHEREAS, the Pollution Control Agency is holding a public hear- <br />ing on August 19, 1981 for the purpose of taking public input regarding the <br />County's five (5) proposed sites. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) Depending on the resolution of many details and the answers <br />to numerous questions, the Ramsey City Council has some interest in the <br />Anoka landfill becoming a county owned site. <br /> <br /> 2) The City attorney is authorized to explore with the County <br />the necessary details and ramifications of County ownership of the site <br />and to report back to the Council with his findings. <br /> <br /> 3) The City requests that the Pollution Control Agency leave <br />the landfill site's South 80 acres on its Anoka County site inventory list <br />at least until the City Council has had an opportunity to take an official <br />position on whether or not it wants the South 80 acres to become a landfill <br />site. <br /> <br /> <br />
