Schnelle <br />City Administrator/Clerk <br />15153 Nowthen Blvd. <br />Ramsey, MN 55303 <br /> <br />Dear Sir: <br /> <br />I am writing this letter in response to your proposed assessment <br />of my property for $3,187.54 to help pay for your construction <br />project 080-15 as adopted by Resolution 81-128. (tarring the <br />roads in Countryside Estates) Specifically 176th St. east of <br />County Road 83. <br /> <br />This project does not in any way benefit me nor does it directly <br />increase the value of my property. I have no access to this <br />road nor do I ever drive on it. <br /> <br />I have researched the Countryside Estate development with your <br />offices and I have found information that proves that my property <br />is being assessed without due cause or direct benefit. At the <br />time 176th St. was first constructed the developer and owner <br />of Countryside Estate Art Hagen was assessed by the City of <br />Ramsey for the construction of all the roads therein. He passed <br />these assessments directly on to the purchase price of homes <br />and lots in Countryside Estate. My property was never owned <br />by Art Hagen nor was it ever part of Countryside Estate. At <br />that time my property was not assessed for the construction of <br />176th St. as were the property's in Countryside Estate. It <br />was not assessed at any later date because it did not improve <br />the value of my property or benefit it in any way.
