Councilmcmber Reimann introduced the following resolution and moved for <br />its adoption: <br /> <br />RESOLUTION #81-178 <br /> <br />RESOLUTION ESTABLISHING POLICY IN REGARDS TO PLACING BUSINESS ON COUNCIL <br />AGENDA <br /> <br /> WHEREAS, Councilmember Reimann stated that he wanted a <br />policy on controlling the Council agenda; and <br /> <br /> WHEREAS, the Ramsey City Council agreed that there had to <br />be a written policy regarding the submitting of cases to the Council <br />agenda. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY~ <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) In order for an item to be placed on the Council agenda <br />thc following must be accomplished: <br /> <br />a) Ail items for the Council agenda must be submitted <br />to the City Administrator/Deputy City Clerk five working <br />days prior to the Council meeting. <br /> <br />b) Citizen/Consultant must have all back work completed <br />to the item he wants to place on the agenda. <br /> <br />c) If City Staff has to prepare technical report, the <br />item will be held in abeyance until it is completed in <br />accordance with this policy. Exception will be if City <br />Administrator deems it is not necessary tO hold an item <br />up for technical report from City Staff members. <br /> <br /> 2) Citizen Input - This part of the agenda provides for <br />citizens to file a protest or make suggestions in the operation of the <br />City. It is not meant, however, that Council will take official action <br />during Citizen Input. The following policy is hereby established: <br /> <br />a) Citizens who appear before the Council at Citizens <br />Input who have an item which will require official Council <br />action will be handled as follows: <br /> <br />1) Citizens complaint that will require official <br />Council action but does not require any research <br />work will be referred as an add on to the Council <br />agenda and will be acted on when Council reaches <br />that case. <br /> <br />2) Citizens complaints that will require official <br />Council action and will require research work will <br />be referred to City Staff to be placed on the next <br />Council agenda when the appropriate documents are <br />available for Council review in the taking of their <br />action. <br /> <br /> <br />
