PRINTER'S AFFIDAVIT OF PUBLICATION Councilmember Relmann introduced the Iollowing re~olutlon and moved for It~ adoption: RESOLU'Ff'ON #81.17,9 RESOLUTION ESTABLISHING POLICY IN REGARDS TO PLACING BUSINESS ON COUNCIl., AGENDA WHEREAS, Councilmember Reimann stated that he wanted a policy on controlling the Council agenda; and WHEREAS, the Ramsay City Council agreed that there had to be a wriiten policy regarding the sub- miffing of cases to the Council agenda. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) In order for an item to be placed on the Council agenda the following must be accomplished: a) Al/ items for the Council agenda must be submitted to the City Administrator/Deputy City Clerk five working days prior.to lhe Council meeting. b) citizen/Consultant must have all back work completed to the Item he wants to place on the agenda. c) If City Staff has to prepare techoIcal report, the item will be held In abeyance until It Is completed in accordance with this poUcy. Exception Will be if City Administrator deems it Is not necessary to hold an item up for technical report from City Staff mere- bet's. 2) Citizen Input - This parl at the agenda provides for citizens to file a protest or make suggestions .the operation of the City. It is not meant, however, that Council will take official action during Citizen Input. The following policy is hereby established: ~) Citizens who appear before the Council at ens Input who have an item which will require iai Council action will be handled as follows: Citizens complaint that will require official Council action but does not require any research work will be referred as an add on to the Council agenda and will be acted on when Council reaches that case. 2) Citizens ,complaints that will require official Council action and will require research work will be ' referred to City Staff to be plac~d on the next Council agenda when the appropriate documents erie available for Council review I¢i the taking o! their action. / b) Councllmembers and staff members who bring items before the City Council will be handled In the same manner as provided for a citizen In paragraph 2a above. c) Under no circumstances will Council take of- ficial action during the period allotted for Citizen Input such as adopt a motion or enact a resolution/or dlnance, 3) It is directed that this resolution be posted In the City Hall and that it be published In the next City newsletter. Bodley, being duly sworn, on oath says he is and during all the times herein stated has been the managing editor of the newspaper known as the Anoka County Union and has full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in printed space to at least 1200 square inches (2) Said newspaper is a weekly and is distributed once each week for at least 50 weeks of each year. (3) Said newspaper, in at least half of its issues each year, has no more than 75 per cent of its printed space comprised of advertising material and paid legal notices; and in all of its issues each year, has 50 per cent of its news columns devoted to news of local interest to the community it purports to serve, and not more than 25 per cent of its total non-advertising column inches in any issue duplicates any other publication. (5) Said newspaper purports to serve the City of Anoka in the County of Anoka and has its known office of issue in the City of Coon Rapids in said county. (6) Said newspaper files a copy of each issue immediately with the State Historical Society. (6a) Said newspaper is made available at single or subscription prices to any person, corporation, partnership, or other unincorporated association requesting the newspaper and making the applicable payment. (7) Said newspaper has complied with all the foregoing conditions for at least one year preceding the day or dates of publication mentioned below. (8) Said newspaper has published and filed with the Secre- tary of State of Minnesota a sworn United States Post Office second class statement of ownership and circulation as of October of each year beginning in 1980.
