PRINTER'S AFFIDAVIT OF PUBLICATION <br /> <br /> Councilmember Relmann introduced the Iollowing <br /> re~olutlon and moved for It~ adoption: <br /> <br /> RESOLU'Ff'ON #81.17,9 <br /> <br /> RESOLUTION ESTABLISHING POLICY IN <br /> REGARDS TO PLACING BUSINESS ON COUNCIl., <br /> AGENDA <br /> WHEREAS, Councilmember Reimann stated that <br /> he wanted a policy on controlling the Council <br /> agenda; and <br /> WHEREAS, the Ramsay City Council agreed that <br /> there had to be a wriiten policy regarding the sub- <br /> miffing of cases to the Council agenda. <br /> NOW THEREFORE, BE IT RESOLVED BY THE <br /> CITY COUNCIL OF THE CITY OF RAMSEY, <br /> ANOKA COUNTY, STATE OF MINNESOTA, as <br /> follows: <br /> 1) In order for an item to be placed on the Council <br /> agenda the following must be accomplished: <br /> a) Al/ items for the Council agenda must be <br /> submitted to the City Administrator/Deputy City <br /> Clerk five working days prior.to lhe Council meeting. <br /> b) citizen/Consultant must have all back work <br /> completed to the Item he wants to place on the <br /> agenda. <br /> c) If City Staff has to prepare techoIcal report, the <br /> item will be held In abeyance until It Is completed in <br /> accordance with this poUcy. Exception Will be if City <br /> Administrator deems it Is not necessary to hold an <br /> item up for technical report from City Staff mere- <br /> bet's. <br /> 2) Citizen Input - This parl at the agenda provides <br /> for citizens to file a protest or make suggestions <br /> .the operation of the City. It is not meant, however, <br /> that Council will take official action during Citizen <br /> Input. The following policy is hereby established: <br /> ~) Citizens who appear before the Council at <br /> ens Input who have an item which will require <br /> iai Council action will be handled as follows: <br /> Citizens complaint that will require official <br /> Council action but does not require any research <br /> work will be referred as an add on to the Council <br /> agenda and will be acted on when Council reaches <br /> that case. <br /> 2) Citizens ,complaints that will require official <br /> Council action and will require research work will be ' <br /> referred to City Staff to be plac~d on the next Council <br /> agenda when the appropriate documents erie <br /> available for Council review I¢i the taking o! their <br /> action. <br /> / b) Councllmembers and staff members who bring <br /> items before the City Council will be handled In the <br /> same manner as provided for a citizen In paragraph <br /> 2a above. <br /> c) Under no circumstances will Council take of- <br /> ficial action during the period allotted for Citizen <br /> Input such as adopt a motion or enact a <br /> resolution/or dlnance, <br /> 3) It is directed that this resolution be posted In the <br /> City Hall and that it be published In the next City <br /> newsletter. <br /> The motion tar the adoption of the loregoing. <br /> resolution,was duly seconded by Councllmember Cox <br /> and upon vote being taken thereon, the following <br /> voted in faY. or thereof: <br /> Mayor Gamec, Councllmembers Van Wagner, <br /> Sorteberg, Relmann and Cox <br /> and the following voted against the sa'me: <br /> None <br /> whereupon said resolution WaS declared duly passed <br /> and adopted by the Ramsay City Council this the 28th <br /> day of October, 1981. <br /> -s- Thomas G, Gamec <br /> Mayor <br /> ATTEST: <br /> -s- Lloyd G. Bodley, being duly sworn, on oath says he is and during all the times herein stated <br />has been the managing editor of the newspaper known as the Anoka County Union and has <br />full knowledge of the facts herein stated as follows: (1) Said newspaper is printed in the <br />English language in newspaper format and in column and sheet form equivalent in printed <br />space to at least 1200 square inches (2) Said newspaper is a weekly and is distributed once <br />each week for at least 50 weeks of each year. (3) Said newspaper, in at least half of its issues <br />each year, has no more than 75 per cent of its printed space comprised of advertising <br />material and paid legal notices; and in all of its issues each year, has 50 per cent of its news <br />columns devoted to news of local interest to the community it purports to serve, and not <br />more than 25 per cent of its total non-advertising column inches in any issue duplicates any <br />other publication. (4) Said newspaper is circulated in and near the municipality which it <br />purports to serve, has at least 5OO copies regularly delivered to paying subscribers and has <br />entry as second-class matter in its local post-office. (5) Said newspaper purports to serve <br />the City of Anoka in the County of Anoka and has its known office of issue in the City of Coon <br />Rapids in said county. (6) Said newspaper files a copy of each issue immediately with the <br />State Historical Society. (6a) Said newspaper is made available at single or subscription <br />prices to any person, corporation, partnership, or other unincorporated association <br />requesting the newspaper and making the applicable payment. (7) Said newspaper has <br />complied with all the foregoing conditions for at least one year preceding the day or dates of <br />publication mentioned below.
