Councilmember Sorteberg introduced the following resolution and moved for <br />its adoption: <br /> <br />RESOLUTION #81-187 <br /> <br /> WHEREAS, the City of Ramsey did adopt a comprehensive plan in <br />1978 and has proposed an amended plan which amended plan is currently being <br />reviewed by the Metropolitan Council; and <br /> <br /> WttEREAS, the 1978 comprehensive plan provides for a 1990 Urban <br />Area where commercial development is to be promoted and encouraged and con- <br />versely commercial development outside this area is to be discouraged; and <br /> <br /> WHEREAS, it is anticipated that municipal sewer will first serve <br />the 1990 Urban Area; and <br /> <br /> WHEREAS, since the adoption of the 1978 comprehensive plan there <br />has been little demand for commercial development sites in the 1990 Urban <br />Area; and <br /> <br /> WHEREAS, J. Stephen Schmidt has applied to the City for the re- <br />zoning of a 5.5 acre tract of land located at the intersection of Highway #7 <br />and 167th Avenue N.W. in the City of Ramsey, said rezoning request being to <br />go from R-1 Residential to B-1 Business with the purpose of the rezoning to <br />be to allow for the construction of a local service shopping center; and <br /> <br /> WHEREAS, Wes Bulen has applied to the City for a rezoning of <br />approximately 80 acres located in the Southeast Quarter of Section 11, <br />Township 32, Range 25 which lies East of State Highway #47, said rezoning <br />to go from R-1 to a recreation zone, the purpose of which is to construct <br />a golf course and associated clubhouse facility along with a year-round <br />coffee shop; and <br /> <br /> WHEREASE, both of the sites described above could have certain <br />soil problems creating difficulty for construction of on-site sewer systems, <br />which information is as shown on the Anoka County Soils Survey~ and <br /> <br /> WHEREAS, to permit either of the requested rezonings may be of <br />precedential significance for the Highway #47 development area lying North <br />of 153rd Avenue N.W. and could possibly commit the City to similar rezonings, <br />notwithstanding recent Highway #10 area rezonings; and <br /> <br /> WHEREAS, the City is in need of commercial development for an <br />increased tax base, resultant local employment and energy savings; and <br /> <br /> WHEREAS, the Council has directed staff to review the applications <br />and draft proposed findings of fact for council review; and <br /> <br /> WHEREAS, the City Staff does not have the professional planning <br />expertise in order to give the City Council adequate information and advise <br />on how to resolve the above outlined legitimate competing concerns of the <br />City; and <br /> <br /> <br />
