NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> l) On-site septic systems - The City will provide for this <br />in the following manner beginning in 1982: <br /> <br />The City will implement the two year inspection program <br />by requiring all residents to inspect their systems. <br />This program will be implemented by newsletter and will <br />require the on-site disposal pumper or inspector to sub- <br />mit a copy of a three part form to the City on a bi- <br />annual basis. The form will contain the name and ad- <br />dress of the owner, type of system and location, date <br />condition of system, recommendations, action taken and <br />signature of homeowner and pumper or inspector. <br /> <br /> 2) Two and one-half (1~) acre residential lot size - The <br />City will place a moratorium on all residential development with densi- <br />ties greater than one per ten acres outside the 1990 Urban Area for a <br />two year period commencing with the adoption date of this resolution. <br /> <br /> 3) Parks and Trails - The City will provide a plan for pro- <br />posed trail system as shown in the Ramsey Mississippi River Critical Area <br />Plan. <br /> <br /> 4) Transportation - The City will limit access to Highway #10 <br />in accordance with Minnesota Department of Transportation standards. <br /> <br /> 5) Preservation of Agricultural Land - The City will allow <br />all agricultural landowners to take advantage of the Agricultural <br />Preservation Act. <br /> <br /> 6) Transition Area - The City shall eliminate the Transition <br />Area which will then become a part of the Rural Service Area. <br /> <br /> 7) Rural Business (RB-la) Zoning District - The City has <br />created this zoning district which limits water usage to domestic pur- <br />poses only and will not permit any process water to be disposed of in <br />an on-site septic system. <br /> <br />The zoning district of RI-la for Rural Industrial Use Zoning will be <br />created for the rural service area and this district shall ha~e the same <br />water use restriction as the RB-la zoning district. <br /> <br /> 8) Recreational Open Space (ROS) Zoning - The City has <br />created this zoning for recreational use i.e., golf course and other <br />related us(is. <br /> <br /> 9) Changing zoning designation of General Mills property - <br />The City has changed the zoning designation from Rural Open Space to R-1 <br />Residential. <br /> <br /> <br />
