Councilmember Re imann <br />adoption: <br /> <br />introduced the following resolution and moved for its <br /> <br />RESOLUTION #82- 32 <br /> <br />RESOLUTION ESTABLISHING POLICY CONCERNING COUNCIL SUBCOMMITTEES AND THE OPEN <br />MEETING LAW <br /> <br /> WHEREAS, the Ramsey City Council has established certain subcommitees <br />consisting of two Councilmembers; and <br /> <br /> WHEREAS, it is necessary for these subcommittees to meet from time to <br />time in order to be effective; and <br /> <br /> WHEREAS, the City Council in compliance with the State's Open Meeting <br />Law, has established a policy to the effect that each time two or more Council- <br />members meet to discuss City business that said meeting be deemed a public meeting <br />open to the public; and <br /> <br /> WHEREAS, there are certain exceptions to this Open Meeting Rule which <br />are very strict, which exceptions should be excercised only upon advice of the <br />City Attorney; and <br /> <br /> WHEREAS, it is necessary that the scope of activity and parameter of <br />each subcommittee be specifically defined so that the integrity of the Open <br />Meeting Law is maintained. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA COUNTY, <br />STATE OF MINNESOTA, as follows: <br /> <br /> 1) That each individual Councilmember acknowledges and reaffirms the <br />Open Meeting Law. <br /> <br /> 2) That subcommittees consisting of two or more Councilmembers shall <br />meet only in the form of a public meeting with proper notice, unless the City <br />Attorney advises that the proposed meeting may be private, as it is an exception <br />to the Open Meeting Law. <br /> <br /> 3) That the specific parameters and topics of each subcommittee shall <br />be established by the Council as a whole in resolution form in order to insure <br />that a subcommittee undertakes only that topic which has been assigned to it. <br />Each Councilmember shall sign the original resolution indicating that he has <br />seen and reviewed the contents of the resolution. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember Cox and upon vote being taken thereon, the following voted <br />in favor thereof: <br /> <br />Mayor Gamec, Councilmembers Reimann, Cox and Sorteberg <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following member(s) were absent: <br /> <br />Councilmember Van Wagner <br /> <br /> <br />
