Councilmember Cox introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #82-167 <br /> <br />ADOPTING OF RESOLUTION ESTABLISHING POLICY ON UNCOLLECTED PAST DUE ACCOUNTS OWED <br />TO THE CITY OF RAMSEY <br /> <br /> WHEREAS, the City Council, City of Ramsey, Anoka County, State of <br />Minnesota has the responsibility of collecting all past due accounts owed to the <br />City of Ramsey. <br /> <br /> WHEREAS, the City Council, City of Ramsey, Anoka County, State of <br />Minnesota, has the responsibility to establish certain Administrative procedures <br />and methods to be used in the collecting of accounts current and past due to the <br />City of Ramsey. <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA COUNTY, <br />STATE OF MINNESOTA, as follows: <br /> <br /> 1) The following procedure will be used in administering the collecting <br />of current and past due accounts owed to the City of Ramsey: <br /> <br />a) Current accounts owed will be billed at the end of each month <br /> to the individual responsible for payment. <br /> <br />b) <br /> <br />Current accounts outstanding will be billed for three consecu- <br />tive months and will become past due at the end of the third <br />month. <br /> <br />c) Past due accounts, which are those accounts exceeding three <br /> months, will be handled in the following manner: <br /> <br />1) <br /> <br />Accounts becoming past due will be itemized and submitted <br />to the Council at the second meeting of the month follow- <br />ing the expiration of the initial three month period. <br /> <br />2) Past due accounts will be taken to small claims court for <br /> collection commencing the fifth month. <br /> <br />3) <br /> <br />Any past due account which exceeds one year will be sub- <br />mitted to the City Council to be written off. The purpose <br />of writing off old accounts is to keep our accounts re~ <br />ceivable at a realistic level. This does not mean that <br />the City will discontinue efforts to collect these accounts. <br /> <br />4) <br /> <br />When any account that has been previously written off is <br />collected, that account will be restored to accounts re- <br />ceivable. <br /> <br />5) The City Administrator will write the Administrative pro- <br /> cedure for implementing this resolution. <br /> <br />The motion for the adoption of the foregoing resolution was declared duly seconded <br />by Councilmember Reimann and upon vote being taken thereon, the following voted in <br />favor thereof: <br /> <br /> <br />
