Resolution 83-44 City of Ramsey Anoka County, Minnesota Motion by Councilman Reimann, seconded by Councilman Van Wagner, to adopt the following Resolution: ~IEREAS, the 1980 Waste Management Act gives the Counties authority to override City Zoning Ordinances with respect to the siting of solid waste landfills within the seven county metropolitan area; and WHEREAS, said Waste Management Act set up a specific procedure to do the actual siting of landfills and provides for voting membership on the County Site Selection Authority for each city with a site on the Metropolitan Council's disposal site inventory, which voting membership gives each city direct representation on the County Siting Authority; and WHEREAS, the City of Ramsey strongly desires a voting voice on the County Siting Authority; and WHEREAS, HF883 of the Minnesota Legislature is a bill which would change the County Site Selection Authority to basically an advisory committee and give the County Boards the final authority to make the actual site selections. NOW, THEREFORE, be it resolved by the Ramsey City Council as follows: 1. That Ramsey strongl~ opposes proposed HF883 and urges the Minnesota Legislature to defeat said bill and make no amendment to the Waste Management Act of 1980 which will remove the voting authority of the various cities in which proposed sites are located from the County's final selection authority. 2. That a copy of this Resolution be forwarded to Ramsey's legislative delegation, the Anoka County Board and the Association of Metropolitan Municipalities.
