Resolution 83-44 <br />City of Ramsey <br />Anoka County, Minnesota <br /> <br /> Motion by Councilman Reimann, seconded by Councilman Van Wagner, to adopt <br />the following Resolution: <br /> <br /> ~IEREAS, the 1980 Waste Management Act gives the Counties authority to <br />override City Zoning Ordinances with respect to the siting of solid waste landfills <br />within the seven county metropolitan area; and <br /> <br /> WHEREAS, said Waste Management Act set up a specific procedure to do the <br />actual siting of landfills and provides for voting membership on the County Site <br />Selection Authority for each city with a site on the Metropolitan Council's <br />disposal site inventory, which voting membership gives each city direct representation <br />on the County Siting Authority; and <br /> <br /> WHEREAS, the City of Ramsey strongly desires a voting voice on the County <br />Siting Authority; and <br /> <br /> WHEREAS, HF883 of the Minnesota Legislature is a bill which would change <br />the County Site Selection Authority to basically an advisory committee and give <br />the County Boards the final authority to make the actual site selections. <br /> <br />NOW, THEREFORE, be it resolved by the Ramsey City Council as follows: <br /> <br /> 1. That Ramsey strongl~ opposes proposed HF883 and urges the Minnesota <br />Legislature to defeat said bill and make no amendment to the Waste Management Act <br />of 1980 which will remove the voting authority of the various cities in which <br />proposed sites are located from the County's final selection authority. <br /> <br /> 2. That a copy of this Resolution be forwarded to Ramsey's legislative <br />delegation, the Anoka County Board and the Association of Metropolitan Municipalities. <br /> <br />Passed by the Ramsey City Council this 28th day of March, 1983. <br /> <br />Voting Yes: <br /> <br />Mayor Gamec <br />Councilmember Reimann <br />Councilmember Cox <br />Councilmember Schlueter <br />Councilmember Van Wagner <br /> <br />Voting No: None. <br /> <br /> <br />
