Councilmember Van Wagner introduced the following resolution and moved for its
adoption:

RESOLUTION ~83- 166

WHEREAS, the Anoka County Board of Commissioners, Anoka County,
Minnesota, has been working extremely hard to secure funds to construct a
bridge across the Rum River for the past several years. This bridge is the
last part of the County's major east-west County thoroughfare street which
will serve the Cities of Ramsey, Anoka and Andover.

WHEREAS, the City of Ramsey is extremely supportive of this bridge
because the City has no direct route to its schools except by crossing the
Burlington Northern major railroad tracks. Further, all lifesaving equipment
such as fire and rescue equipment also has to cross over the Burlington
Northern tracks in order to serve this City of 10,000 plus citizens.

WHEREAS, this bridge will serve as a major economic development
to the area.

WHEREAS, the City of Ramsey has dedicated the necessary land for
the west side approach to the proposed Rum River Bridge.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA
COUNTY, STATE OF MINNESOTA, as follows:

1) It is directed that this resolution be sent to each member of the
Minnesota U. S. Congressional delegation to request their support for securing
a public works grant to assist in the construction of the Rum River Bridge.
Exhibit "A" contains additional background information for your review in
regards to this request.

2) It should be further noted that Ramsey is a City of 10,000
plus population and has the problems of having a river on its west boundary
(Mississippi River) and a river on its east boundary (Rum River) and then
the major line of the Burlington Northern railroad on the City's southern
border which really creates a very serious safety and economic problem for
this City as you will note in Exhibit "A".

3) Consequently, because of the above reasons, we are requesting
your support on assisting the Anoka County Board of Commissioners in securing
a grant for the construction of the subject bridge.

4) We, the City Council, await your reply on this very important
request.

The motion for the adoption of the foregoing resolution was duly seconded
by Councilman Sorteberg and upon vote being taken thereon, the following
voted in favor thereof:

Councilmembers Van Wagner, Sorteberg, Schlueter and Reimann

and the following voted against the same:

None

and the following were absent:

Mayor Gamec

RESOLUTION %83-116
