Mayor Gamec introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION ~83-Z15 <br /> <br />A RESOLUTION SUPPORTING THE LOCATION OF A RACING FACILITY IN THE CITY <br />OF BLAINE <br /> <br /> WHEREAS, a State Constitutional Amendment allowing parimutual betting <br />was approved by the Minnesota voters on November Z, 198Z, and the Minnesota Racing <br />Commission has been created by the Minnesota Legislature to implement parimutual <br />horseracing in Minnesota; and <br /> <br /> WHEREAS, the location of a racing facility would have a substantial, positive <br />impact on the economic condition of an area; and <br /> <br /> WHEREAS, a racing facility would create approximately 1,000 additional <br />employment positions; and <br /> <br /> WHEREAS, the City of Blaine has stated an interest in the location of the <br />Metro Racetrack in the City of Blaine which interest has been pursued by the North <br />Star Race Track Association, City of Blaine, and Anoka County; and <br /> <br /> WHEREAS, there is within the City of Blaine sufficient lands next to 1-35W <br />and within Z0 minutes of the central Twin Cities which lands are proposed for the <br />Northstar Racetrack facility; and <br /> <br /> WHEREAS, the location of a racing facility in Blaine, Anoka County, Minnesota <br />would at last place a major State-wide recreational facility in the northern <br />metropolitan communities and thus make more real, economic balance within the <br />metropolitan community; and <br /> <br /> WHEREAS, Metropolitan Systems would not require substantial expenditures <br />of taxpayers' dollars if the racing facility were located in the City of Blaine. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) That the City of Ramsey supports the locating of the Metropolitan <br />Racetrack in the City of Blaine. <br /> <br /> 2) That copies of this resolution be forwarded to the Minnesota Racing <br />Commission and City of Blaine. <br /> <br />The motion for <br />Councilmember <br />in favor thereof: <br /> <br /> the adoption of the foregoing resolution was duly seconded by <br />Reimann and upon vote being taken thereon, the following voted <br /> <br />Mayor Gamec, Councilmembers Reimann, Sorteberg and Schlueter <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following was absent: <br /> <br />Councilmember Van Wagner <br /> <br /> <br />
