Councilmember Van Wagner introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION ~84-80 <br /> <br /> WHEREAS, the City Council, on February 28, 1984, adopted Ordinance ~84-Z <br />which was an amendment to the City's Sewage Disposal Systems Chapter of the City <br />Code Chapter 150.01; and <br /> <br /> WHEREAS, said Ordinance ~84-Z requires that the City implement certain actions <br />to insure that individual on-site septic systems are maintained; and <br /> <br /> WHEREAS, City Staff, by memo presented to the City Council dated March <br />Z1, lC~84, presented the City Council with three (3) possible implementation alternatives; <br />and <br /> <br /> WHEREAS, the Council has thoroughly discussed this issue at numerous Council <br />meetings; and <br /> <br /> WHEREAS, it is vital to the health and welfare of the residents of the City of <br />Ramsey that the intent of Ordinance ~84-Z be implemented and that its sections relating <br />to on-site septic systems maintenance be reasonably implemented by the City. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) That Ordinance ~84-Z be implemented and enforced by requiring that the <br />following items be accomplished: <br /> <br />a) Licensed pumpers shall get a permit from City Hall prior to pumping. <br />This should be made public so that individuals calling a pumper will know <br />to ask for the permit for verification and as part of the record process. <br /> <br />b) A list of licensed pumpers shall be made available to the residents at the <br />City Hall. <br /> <br />c) A form shall be made available for the pumper and the homeowner to <br />fill out and the responsibility put on the homeowner to return the forr~ to <br />City Hall for the purpose of record keeping. The City shall keep a record <br />of the forms going out and those coming in. <br /> <br />d) If a homeowner needs assistance in locating his system he shall be able <br />to get such assistance from the City, at the homeowner's expense. <br /> <br />e) Information shall be made available at the City for a homeowner who <br />asks advice on maintaining his system. <br /> <br />f) The City shall mail to each homeowner a notice to remind the homeowner <br />of the City's septic system maintenance requirements for inspection and <br />pumping and to return the form which will accompany the reminder. <br /> <br /> Z) That the City Staff and City Attorney are directed'to review Ordinance ~84-Z <br />and amend it if necessary in order that the above items, and only the above items, are <br />adequate to implement the language and intent of said Ordinance #84-Z. <br /> <br />Resolution ~84-80 <br />Page 1 of Z <br /> <br /> <br />
