Councilmember Sorteberg introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION ~84--101a <br /> <br /> WHEREAS, the Ramsey Police Union LELS (Law Enforcement Labor Services, <br />Inc.) made the following final offer to the City Council Personnel Committee: <br /> <br />a) Salaries - 4.8% increase for all steps <br /> <br />b) Holidays - Will remain with l0 as in 1983 <br /> <br />c) Hospitalization - Will accept the $15 increase in the City share which was <br /> given to other City employees <br /> <br />d) Longevity Pay - <br /> <br />Will accept proficiency pay, testing program as discussed <br />in negotiations; that top patrol wage proficiency pay be <br />increased to 3, 5, 7 and 9% for 4, 8, 1Z and 16 years of <br />service and that all aforementioned steps will increase <br />yearly when top patrol wages increase <br /> <br />e) Injury on Duty - Will adopt the MAMA language on this item with a 90 day <br /> maximum per occurence <br /> <br /> f) Sick Leave/Severance Pay - Will accept current plan for sick leave/severance <br /> pay <br /> AND <br /> WHEREAS, the Council Personnel Committee received the police union's final <br />offer as stated above and recommended that it be placed on the regular Council meeting <br />agenda for March ZT, 1984 recommending that the City go to mediation with the police <br />in regards to the following items: <br /> <br />Proficiency Pay - Council Personnel Committee recommended a flat rate of <br /> top patrol wages for proficiency increase of 3, 5, 7 and 9% <br /> for 4, 8, 1Z and 16 years of service and not a yearly increase <br /> on the aforementioned steps; further, that proficiency testing <br /> be accomplished at each step level <br /> <br /> AND WHEREAS, the Ramsey City Council received the Personnel Committee's <br />recommendations and the police union's final offer at their regular meeting; and <br /> <br /> WHEREAS, at the Council's regular meeting of March 27, 1984, they received <br />the police union's final wage negotiations' offer and the Council Personnel Committee <br />recommendation regarding the same; and <br /> <br /> WHEREAS, the City Council, after receiving the above, directed that the City <br />inform the police union that the City would be going to mediation; and <br /> <br /> WHEREAS, State Mediator Gary Rogers conducted the mediation hearing on <br />May 4, 1984 regarding wage negotiations between the City of Ramsey and the police <br />union. Exhibit "A" contains the mediator's recommendation which were forwarded to <br />the City Council at their meeting of May Z4, 1984; and <br /> <br /> WHEREAS, police union members approved the mediator's recommendations <br />which were forwarded to the City Council at their meeting of May 24, 1984; and <br /> <br /> WHEREAS, the City Council of the City of Ramsey, Anoka County, State of <br />Minnesota reviewed the contents of the mediator's recommendations contained in Exhibit <br />"A" to this resolution and other MAMA police settlements in the Metro Area that had <br />gone to arbitration in 1983 and 1984 at their regular Council meeting of May 24, 1984; <br />and <br /> <br />Page 1 of Z <br /> <br /> <br />
