J <br /> <br />PROFICIENCY PAY PROGRAM <br /> <br />The City of Ramsey and the pe~ce officers employed by the City do mutually <br />agree to institute a program whereby it will be recognized that during their <br />years of employment as peace officers, the accumulation and assimilation <br />of experience and training has enhanced their intrinsic worth. <br /> <br />Upon acceptance by both parties of this agreement, a panel will be formed, <br />consisting of the City Administrator, the Chief of Police and two of the peace <br />officers represented by this agreement. This panel shall, during calendar <br />year 1984, develop a meaningful battery of written performance and physical <br />agility tests constructed so as to illustrate the peace officer's continued and/or <br />increased proficiency. <br /> <br />Within thirty (30) days prior to the employment and anniversary date of an <br />officer who will on that date become eligible to receive a proficiency pay <br />step, that officer will enter into and complete the agreed upon proficiency <br />pay examinations. Upon successful completion of this step, the officer will <br />be eligible to receive proficiency pay at a step commensurate with years <br />of employment as set forth in the schedule attached. If the officer fails <br />to successfully complete any one or more of the examinations, a six month <br />moratorium, extending from the eligibility anniversary date of the officer, <br />takes effect during which the officer may elect to retest in that/those area(s) <br />not passed previously. If the officer again fails to pass, the next eligibility <br />date will be thirty (30) days prior to his next anniversm~r date. Should the <br />officer again fail to pass the exam(s), he will not be again eligible to test <br />until thirty (30) days prior to his next proficiency pay step. During the six <br />month moratorium, or until eligibility is established, proficiency pay will <br />not be in effect. ~ <br /> <br /> <br />
