Councilmember Van Wagner introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION ~84-127 <br /> <br />and <br /> <br />WHEREAS, the City of Ramsey is considering the development of River's Bend; <br /> <br />WHEREAS, the proposed development consists of 151 single family units; and <br /> <br /> WHEREAS, under the rules of the Minnesota Environmental Quality Board <br />Environmental Review Program, a residential development with 100 or more unattached <br />units in a 3rd or 4th class city is required to go through a mandatory EAW process; and <br /> <br /> WHEREAS, the 30-day review and comment period for the EAW ended on July <br />4, 1984; and <br /> <br /> WHEREAS, according to 6 MCAR3.0Z8B. I.a., a decision on the need for an <br />Environmental Impact Statement (EIS) is to be made by the City at its first meeting <br />ten or more days after the comment period expiration date and in no case more than <br />30 calendar days afterwards; and <br /> <br /> WHEREAS, the proposed Findings of Fact were presented to the City <br />Councilmembers for their review on July g0, 1984; and <br /> <br /> WHEREAS, a copy of the proposed Findings of Fact was made available to members <br />of the public on July Z0, 1984 and thereafter a copy has been on file in the office of <br />the City Administrator. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSE¥, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) The City of Ramsey approves the Findings of Fact which conclude that the <br />proposed River's Bend development does not have the potential for significant <br />environmental effects, and <br /> <br />Z) The City of Ramsey authorizes the Mayor to sign the Findings of Fact, and <br /> <br /> 3) The City of Ramsey directs City Staff to forward a copy of the Findings of <br />Fact and notice of decision on the EAW to the Environmental Quality Board (EQB) for <br />publication in the EQB Monitor, and <br /> <br /> 4) The City of Ramsey directs City Staff to forward copies of the decision on <br />the EAW to all persons on the EAW distribution list and to all persons who commented <br />on the EAW within five working days. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember Reimann and upon vote being taken thereon, the following voted in <br />favor thereof: <br /> <br />Mayor Gamec, Councilmembers Van Wagner, Reimann and Sorteberg <br /> <br />and the following voted against the same: <br /> <br />Councilmember Schlueter <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City <br /> <br />Council this the Z4th day of July, 1984. <br />ATTEST: <br /> <br />Mayor <br /> <br /> <br />
