Councilmember Van Wagner introduced the following resolution and <br />moved for its adoption: <br /> <br />RESOLUTION #84-224 <br /> <br />RESOLUTION REITERATING THE CITY'S POSITION OF SEPTEMBER 10, 1984 <br />GIVING PRELIMINARY APPROVAL FOR RUM RIVER HILLS P.U.D. <br /> <br /> WHEREAS, based on findings of fact, the Ramsey City Council approved <br />of a density of 1 unit per 8 acres for the Rum River Hills P.U.D. on August 23, <br />1983 for a total of 20 single family residences; and <br /> <br /> WHEREAS, the developer for Rum River Hills PUD is requesting a change <br />in density from 1 unit per 8 acres to 1 unit per 6.9 acres which allows for the <br />addition of 3 residential units. ~he developer is justifying this increase for <br />the following reasons: <br /> <br />1) He is reducing his rural commercial area by 3 acres. <br />2) He is increasing the public area with the addition of a <br /> driving range. <br /> <br /> WHEREAS, the developer for Rum River Hills PUD is reducing the high <br />commercial use of land to a high recreational use for which the land is suited; <br />and <br /> <br /> WHEREAS, the Council hereby feels that the configuration of the PUD is <br />unique in that the parcel encompasses many types of terrain. Consequently, the <br />developer has enhanced the best use of this land and maintained the integrity of <br />the rural density by mixing recreational passive uses with residential uses. <br />Consequently, this development does not compromise the intent of the <br />Comprehensive Plan and is in the best interests of the citizens of Ramsey; and <br /> <br /> WHEREAS, the Ramsey City Council feels that due to land availability <br />and cost-effectiveness, this develounent will be unique; and <br /> <br /> WHEREAS, the Ramsey City Council supports this development due to the <br />unique character as it is the only parcel that will lend itself to both passive <br />use (golf course) and residential use and be fiscally sound enough to be devel- <br />oped by the private sector and still maintain public use (in lieu of private <br />use). This development is in keeping with the quality development the citizens <br />of Ramsey demand from the City; and <br /> <br /> WHEREAS, the Ramsey City Council feels that the intent of the PUD is <br />to encourage innovative use of land in keeping with the Ramsey Comprehensive <br />Plan and the Metro Guide Plan and will note that the rationale for approval of <br />this PUD will in no way compromise the City's position of one residential unit <br />per 10 acres. <br /> <br />NC~ THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA <br />COUNTY, S~I~TE OF MINNESO~, as follows: <br /> <br /> 1) ~ne City Council hereby gives preliminary approval based on the <br />above considerations and the innovativeness of this developer to maximize use <br />of land without compromising the City's high standards. <br /> <br />Resolution #84-224 <br /> <br />Page 1 of 2 <br /> <br /> <br />
