Councilmember Cox introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION #85-28 <br /> <br /> WHEREAS, the realignment and completion of County Road 9116, has long <br />been recognized as a vital need in the Anoka County highway system; and <br /> <br /> WHEREAS, the highway completion will provide for the free and easy <br />movement of people, goods, and services in the northern metropolitan area; and <br /> <br /> WHEREAS, the construction of the highway facility and bridge will <br />help solve critical traffic congestion problems particularly on Trunk Highway <br />910 and Trunk Highway 947 (Ferry Street and Main Street in the City of Anoka) <br />and on Trunk Highway #169 (in the City of Champlin); and <br /> <br /> WHEREAS, the need and desireability of this facility is exemplified <br />by the on-going support by the Cities of Ramsey, Andover, and Anoka and the <br />Anoka-Hennepin School District #11; and <br /> <br /> WHEREAS, the City of Ramsey is totally cut off from emergency <br />services due to the railroad, and the highway and bridge completion will <br />provide the solution to this crucial problem; and <br /> <br /> WHEREAS, the City of Ramsey has provided all land necessary for this <br />project on the west side of the Rum River at no cost to Anoka County; and <br /> <br /> WHEREAS, the business con~unity has recognized the critical nature of <br />transportation in the northern metropolitan area, and there are Chambers of <br />Commerce task forces currently addressing the concerns; and <br /> <br /> WHEREAS, in response to this need and support, the County of Anoka <br />has funded the preparation of an Environmental Impact Statement (EIS) for the <br />project with local funds; and <br /> <br />WHEREAS, the EIS has received Federal and State approvals; and <br /> <br /> WHEREAS, Anoka County has taken steps to realign County Road 9116 <br />between 7th Avenue and Round Lake Boulevard in order to avoid congestion in a <br />developed residential area and to provide an adequate easterly connection to <br />the Rum River bridge crossing project; and <br /> <br /> WHEREAS, the County has applied for all types of Federal funds that <br />may be available through normal channels, such as Federal Aid Urban (FAU) <br />Funds, but has not been able to obtain funding through these sources; and <br /> <br /> WHEREAS, the County adopted Resolution #85-6 supporting a direct <br />appeal to its congressional delegation for assistance in obtaining Federal <br />funding for the County Road 9116 highway completion including a Rum River <br />bridge crossing; and <br /> <br /> WHEREAS, the County forwarded copies of Resolution 985-6 to the <br />Cities of Anoka, Andover, Coon Rapids, Champlin, and Ramsey with a request to <br />endorse the resolution or adopt comparable resolutions by February 20, 1985. <br /> <br />Page 1 of 2 <br /> <br /> <br />
