Councilmember Cox introduced the following resolution and moved <br />for its adoption: <br /> <br />RESOLUTION #85-82 <br /> <br /> WHEREAS, the City of Ramsey's Comprehensive Plan states in <br />Part I, Chapter C, Page 43 that residential densities in the <br />Rural Area shall be one unit per ten acres; and <br /> <br /> WHEREAS, written guidelines for actually implementing this <br />one unit per ten acres density are desireable and necessary in <br />order to facilitate this density requir~ent; and <br /> <br /> WHEREAS, the City finds that it is important to maintain the <br />one unit per ten acres rural residential density requirement for <br />the following reasons: <br /> 1. To preserve the rural character of the the City's <br /> designated Rural Area; and <br /> 2. To encourage development in the City's designated <br /> Urban Area. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKAQOUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the City of Ramsey shall administer its one unit <br />per ten acres rural residential density requirement <br />as follows: <br /> <br />All planned unit developments and/or developments over <br />40 acres shall be developed in one or more phases <br />and each phase shall be required to comply with <br />the rural residential density requirement; <br /> <br />be <br /> <br />Developments and non-planned unit developments <br />of 40 acres or less which do not comply with the <br />density requirement shall be considered individually <br />to determine whether hardships exist. If such <br />circumstances are found, the City may consider utili- <br />zing undeveloped Rural Area acreage in order for <br />such developments to comply with the density re- <br />quir~ent. However, the minimum lot size for such <br />developments shall be at least 2.5 acres; <br /> <br />That the City's Rural Area consists of 14,412 acres <br />including streets, parklands, wetlands, and flood- <br />ways; <br /> <br />d. That as of March 20, 1985 the total developed area <br /> in the City's Rural Area was 6,753 acres; and <br /> <br />e. That the difference between the gross area in the <br /> Rural Area (14,412 acres) and the total developed <br /> <br /> <br />
