Councilmember Cox introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION #85-83 <br /> <br /> WHEREAS, Armstrong Blvd. 5W (County Road #83) is a major arterial <br />transportation route in the City of Ramsey serving the many citizens who reside <br />in the northwest quadrant of the City; and <br /> <br /> WHEREAS, Armstrong Blvd. 5W (County Road #83) is an old road which, <br />due to population growth in the area it serves, has made it an unsafe <br />transportation route for reasons as follows: <br /> <br />a) This narrow road does not allow adequately for the heavy <br /> vehicular traffic that travels this arterial route daily; <br /> <br />b) <br /> <br />This narrow road does not provide for bicycle lanes on the <br />roadway. Currently, all modes of transportation are trying <br />to navigate this very inadequate roadway during the same <br />tin~ frames; <br /> <br /> AND WHEREAS, Armstrong Blvd. NW is p~rt of the Anoka County Highway <br />network that has the responsibility of keeping major arterial roadways up to <br />safe standards for the area they serve. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY ~{E CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA <br />O0UNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) It is requested that Armstrong Blvd. 5W be upgraded to meet the <br />demands of the area it is to serve in the City of Ramsey. These are as <br />follows: <br /> <br />a) Roadway be widened and proper shoulders be constructed; <br /> <br />b) Bicycle lanes be constructed to remove the bicycle traffic <br /> from the heavy vehicular traffic. <br /> <br /> 2) It is further requested by the City Council that the construction <br />of the upgrading be accomplished as soon as practical. <br /> <br /> 3) It is directed that the following parties be furnished copies of <br />this resolution: <br /> <br />Anoka County Highway Engineer Paul Ruud <br />Anoka County Commissioner Natalie Haas <br />Ramsey Public Works Superintendent Merle Mevissen <br />Ramsey City Engineer Peter Raatikka <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember Reimann and upon vote being taken thereon, the following voted <br />in favor thereof: <br /> <br />Resolution #85-83 <br /> <br />Page 1 of 2 <br /> <br /> <br />
