c) <br /> <br />(7) <br /> <br />Pending Assessments - In the event that the special <br />assessments on a project have not been levied at the time of <br />the application for a certificate of occupancy for any <br />structures, the owner of the lot or developer shall escrow <br />with the City Finance Department 105 percent of the <br />estimated assessment or show proof of escrow with a mortgage <br />company. At the time the assessments are levied, the escrow <br />shall be used for the payment of the assessment and any <br />excess funds shall be returned to the owner or developer. <br /> <br />Methods of Assessment - The City Council has in the past, in <br />preparing assessment rolls, used five (5) methods of assessments. <br />Any combination may be used for a particular project. <br /> <br />It should be emphasized that the special assessment method and <br />policies summarized herein cannot be considered as all-inclusive <br />and that unusual circumstances may at times justify special <br />considerations. Also, any fixed cost data and rates presented <br />herein will be adjusted from year to year by the ENR Construction <br />Index or the Consumer Price Index. <br /> <br />(i) <br /> <br />Area - The area to be assessed is the total land area in <br />acres of a property lying within a Sanitary Sewer District, <br />including street and utility easement, but excluding those <br />areas as described under "Properties Not Assessed". The <br />types of improvements to be assessed on this basis are: <br /> <br />(a) Sanitary Sewer Trunk: For residential sanitary sewer <br /> ten inches (10") and larger in size. <br /> <br />(b) Storm drainage. <br /> <br />(c) Improvements to Industrial and Commercial Developments. <br /> <br />(2) <br /> <br />Unit (Lot) -Unit is a parcel or lot in a residential area <br />that is a minimum of eighty feet by one hundred thirty-five <br />feet (80' x 135'). Any lot which contains adequate width <br />and depth to allow for subdivision shall be assessed for the <br />maximum number of units the parcel can be subdivided into. <br />The location of an existing structure shall not be reason to <br />exempt large lots from additional assessments. <br /> <br />For corner lots, the unit area assessment shall be adjusted <br />such that any corner lot abutting any assessable street <br />improvement shall be assessed only once. In the event that <br />only one street adjacent to a corner lot is improved, the <br />corner lot shall be assessed at the time that the street <br />which any driveway enters onto is improved. However, in the <br />event all driveways from a corner lot enter into a major <br />thoroughfare or collector street which is improved by other <br />than local funds, that lot shall be assessed for a one-half <br />unit at the time the side street is improved. <br /> <br />The types of improvements to be assessed on this basis are: <br />Trunk and lateral water, sanitary sewer and street and storm <br />drainage improvements for subdivision of residential, <br />industrial and commercial properties. <br /> <br />Resolution # 8 5-8 9 <br />Page 3 of 12 <br /> <br /> <br />
