(2) <br /> <br />Unsubdivided Land - No lateral service shall be extended to <br />any unsubdivided lands until such time as the following <br />criteria have been met: <br /> <br />(a) Trunk service will be available and assessed to the <br /> benefited properties. <br /> <br />(b) The subject property shall be platted in accordance <br /> with the subdivision regulations of the City of Ramsey. <br /> <br />(c) <br /> <br />Lateral service may be extended to areas where trunk <br />service is not available if the petitioners agree to <br />pay all the costs for necessary trunk extensions on an <br />interim basis and subdivide the property in accordance <br />with (b) above. <br /> <br />(3) <br /> <br />Public Property - All public property shall be subject to <br />the same restrictions as established for existing <br />subdivisions including assessments for all trunk facilities. <br /> <br />G) Hookup Policies: <br /> <br />(i) <br /> <br />Existing Subdivisions - It shall be the responsibility of <br />the owner to connect to the public utilities, i.e., sewer, <br />water, within one (1) year of the date of service <br />availability. The owner, by written request to the City, <br />may receive a one (1) year extension to the hookup <br />requirement upon payment of the hookup connection fee and <br />service availability charge (SAC charge). However, the <br />service charges will be charged during the second year at <br />the minimum rates as established by City ordinance. Permits <br />for all hookups shall be required and inspection shall be <br />made by the plumbing inspector. At the time of hookup, the <br />existing septic tank(s) shall be pumped free of sludge and <br />filled with a clean granular material. Also, any abandoned <br />well(s) shall be abandoned only in compliance with State <br />Board of Health Regulations. <br /> <br />(2) <br /> <br />Public Property - Connection to any public building or <br />structure requiring public utilities shall be made in the <br />same manner as number 1 of the hookup policies. <br /> <br />(3) New Construction - All new construction shall connect to <br /> public utilities prior to occupancy of the structure. <br /> <br />H) Factors Affecting Project Cost and Assessment Rates: <br /> <br />(1) Efficient subdivision layout (vs. disorderly tracts). <br /> <br />(2) Adequate right-of-way. <br /> <br />(3) Topography (depth of sewer necessary because of elevation of <br /> houses relative to street elevation). <br /> <br />(4) Geology (soil and water table conditions). <br /> <br />(5) Restoration and/or landscaping. <br /> <br />Resolution #85-89 <br /> Page 9 of 12 <br /> <br /> <br />
