Councilmember Cox introduced the following resolution and moved for its adoption: RESCLUTION #85-128 RESOLUTION APPROVING JOINT POWERS AGREEMENT FOR LOWER RUM RIVER WATER MAN~EMENT ORGANIZATION WHEREAS, it has been determined a surface water management program for the purpose of developing a Watershed Management Plan and Capital Improvement Program to preserve and use natural water storage and retention systems is mandatory for the metropolitan area prior to July 1, 1985; and WHEREAS, it has been determined each municipality in the metropolitan area may exercise their authority in forming a watershed management organization to accomplish this or the county will take it upon themselves to have it done for the municipality; and WHEREAS, the Cities of Andover, Anoka, Coon Rapids and Ramsey have organized the Lower Rum River Water Management Organization for the purpose of accomplishing this requirement; and WHEREAS, a Joint Powers Agreement has been drafted, reviewed and accepted by the Lower Rum River Water Management Organization and is now requiring approval by the various City Councils in the Lower Rum River Water Management Organization. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA ODUNTY, STATE OF MINNESOTA, as follows: 1) That the City Council of the City of Ramsey does hereby approve of the Joint Powers Agreement and authorizes the Mayor and City Administrator/Clerk to enter into the agreement with the Lower Rum River Water Management Organization. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Sorteberg and upon vote being taken thereon, the following voted in favor thereof: Mayor Heitman, Councilmembers Cox, Sorteberg, Schlueter and Reimann and the following voted against the same: None whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 25th day of June, 1985.
