EA;~ ten days published notice of the hearing through two weekly pub]~cati¢.m~ c,f i:he required notice was given and the hearing was held thereon on the 31~t ~,/ ~f March, 1987 at which all persons desiring to be heard were given an. c, pp~'c~,u~ity to be heard thereon.
