Cox introduced the follow- ing re~o!l~ ion, the reading of which was dispensed with by unanimou;~ ~o~sent, and moved its adoption: City of Ramsey County of Anoka State of Minnesota RESOLUTION AFFIRMING A RESOLUTION ADOPTING A DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 2 AND A TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 3 BE IT kEtone, rED by the City Council (the Council) of the City of Ramsey, ~[i.[]l.l~3sota (the City) as follows: sect io~ ].o Recitals. 1.01 Following authorization by the Council, a Development Program (Pr~gram) for Development District No. 2 and a Tax Increment Financing Plan (Plan) for Tax Increment Financing District No. 3 was prepared and submitted to the Council, pursu- ant to H.inn~sota Statutes, Sections 469.124 through 469.134 and Sections 469.1174 through 469.179. 1 .02 Copies of the Program and Plan were transmitted to Anoka (2o~1.? and Independent School District No. 11 for review and com~,~ r~[ .~ 1~()[~ ~'he Program and Plan were reviewed by the City's plannint commission which found the Program and Plan to be consistorial: v'ith the general plans for development of the City as a whol~:~ ~ ]_,04 ']'he Program and Plan were submitted to the Council for consJ, der~ti<~n and, following a hearing on the same, the Council on May ]~!~ [t987 voted to adopt the Program and Plan. 1.(i!J 3it has recently come to the attention of the City that notice of the May 12~ 1987 hearing before the Council on the Progra~t ~d Plan was not published as required by law.
