Councilmemb~;r P~,~arson introduced the following resolution and moved for its adoption: <br /> RESOLUTION #88-67 <br /> <br /> RESOLUTION 'f'(:~ CONDUCT A STUDY TO DETERMINE APPROPRIATE CRITERIA FOR <br /> REVIEWING RE(JUESTS TO SITE LANDFILLS IN RAMSEY <br /> <br /> WHEF~EA~!;, the Minnesota State Legislature is considering repealing Metropolitan <br /> Waste Management Act that require the establishment of inventory sites for landfills; and <br /> <br /> WHER .F.A~, if said legislation is repealed, persons wishing to create landfills may do so <br /> by makin9 application to various agencies and the City of Ramsey; and <br /> <br /> WHE!REI~S, the City of Ramsey does not currently have established criteria for the <br /> proper review of ;]ny such requests to site landfills; and <br /> <br /> WHE REt~S, State law authorizes local units of government to establish reasonable <br /> requirem~mt,'-; and criteria for the review of requests to site landfills. <br /> <br /> NOW THEREFOFtE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY; ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1 ) Thal ,%~, (;ity Administrator is hereby instructed to commence a study determine the <br /> appropriat~ criteria to be used in the review of requests to site landfills and the <br /> reasonabl~, requirements on the operation of landfills generally. <br /> <br />2) That th~, City Administrator is authorized to use the services of Hakanson Anderson <br /> Associate,';, Inc. to assist in the technical review of said criteria and requirements. <br /> <br />3) That th~ (;ity Administrator is authorized to use the services of Randall, Dehn, and <br /> Gooddch ~nd LeFevere, Lefler, Kennedy, O'Brien, and Drawz to assist in the legal review <br /> of s~id criteria and requirements. <br /> <br />The motion of the adoption of the foregoing resolution was duly seconded by Councilmember Cox <br />and upon vote bei~g taken thereon, the following in favor thereof: <br /> <br /> M~yo~' F{,~i~nann <br /> Councitme~nber Pearson <br /> C¢,uncilmember Cox <br /> Cour~(;ilme.,r-nber DeLuca <br /> Coun~;ilmember Sorteberg <br /> <br />and the fo!lowing w)ted against the same: <br /> <br /> None <br /> <br />and the followi%, ;tbstained: <br /> <br /> Nor~e <br /> <br />and the followin9 were absent: <br /> <br /> None <br /> <br /> <br />
