The hydro~.fec,](,:~f[.c issues addressed in the EIS have been largely <br />addressed t.~,7~ot~jh the Feasibility Study and Remedial Investigation <br />required by t!~c consent order between WMMI and MPCA as well as the <br />Detailed Ana~.',/:;.[.~ Report. That process was conducted independently of <br />the vertical ~-~w~3an~ion issue and WMMI will be required to undertake <br />the clean, t~: .~.c-~ions whether the landfill is expanded or not. The <br />City rais~e~ ~,:erns at appropriate times over the course of those <br />study per[o,'J~ Of particular concern, however, is the impact of <br />WMMI's prc~p~s:~,c~ ski hill development on the integrity of the final <br />cover. Tki.~ ]~.: particularly important where support apparatus would <br />be install e,~ ¥;~i. ch may penetrate the synthetic liner. Obviously, the <br />impact of th~ g~oundwater recovery and treatment system on the <br />drawdown cf t}]~.: water table and water quality remain concerns. <br /> <br />Leachate <br /> <br />Page 76 J.n<]i.~:~'i~.~ that the steeper slopes are projected to decrease <br />the rate of ip~i~i~.'c:o]_ation with the proposed final cover by eight to 10 <br />percent ove~ ~.}]~-same cover at currently approved grades. The EIS <br />further in~t:i_~a'[~3 "that a net increase in the volume of leachate <br />generated d~rJn~ the implementation of the vertical expansion will <br />occur". Thi>; }~rdly seems prudent when compared to other <br />alternative~;, "i've EIS indicates that the planned flow barrier system <br />should tak~ .~?'~. ¢>f these volumes with a lifetime net reduction. <br /> <br />The propose];, ~<~cording to the EIS, is looking at a schedule for <br />placing fir~[. <:~ver as the site is brought to proposed grades. The <br />EIS furthe~~ i~,(~icates that the cover placement will take two years and <br />be complete~<{ lin ]~991 and concludes "Therefore, the length of time to <br />complete f].~] ~over placement may not be extended by implementation <br />of the ver~:i.~:~:ii e>:pansion." <br /> <br />This can o~]?? ~:~. true if the expansion and capacity limits are time <br />restricted ~.:~ w~:ll as volume permitted. Concurrent with this <br />process, Wf4~[ii :i.~ seeking a CUP from Ramsey. WM/~I through that process <br />is not indi~t'J~g an expansion period of 2.5 years but has indicated <br />that they ~¢i ~ maximum of five years. <br /> <br />The additi,~ ~ Jnle would also contribute to leachate production as <br />well as cree~t~ <,ther adverse impacts on the Community's development <br />schedule a~]~[i ~:>~tend the burden of an operating landfill on residents <br />of the <br /> <br /> <br />
