Councilmember DeLuca introduced the following resolution and moved for its adoption: <br /> <br />Resolution #88-238 <br /> <br />RESOLUTh~ON AUTHORIZING SUBMITTAL OF APPLICATION TO <br />METROP()~,ITAN LANDFILL ABATEMENT FUND DEMONSTRATION <br />PROJECT GRANT FOR THE CITY OF RAMSEY DECENTRALIZED BRUSH <br />CHIPPING DEMONSTRATION PROGRAM. <br /> <br /> WHI,;I,[EAS~ Minnesota Statutes, Section 473.844 of the Minnesota Waste Management <br />Act authorizes Mea'opolitan Council to make grants for land!Il abatement activities; and <br /> <br /> WIIEREAS, funding for Metropolitan Councils programs comes from Metropolitan <br />Landfill Aba~emcnt Fund. which is generated from receipt of 25 cents per cubic yard of solid waste <br />accepted and disp{~sed of at Municipal Solid Waste Landfills in the Metropolitan area; and <br /> <br /> WHEREAS~ Metropolitan Council's grant programs are available to assist the region in <br />meeting its goal of diverting 20% or more, of the solid waste currently generated from being <br />landfilled, using lc.w.technology abatement approaches by the Year 1990; and <br /> <br /> WHEREAS, one of these programs is the DEMONSTRATION PROJECT GRANTS, <br />which are desi gncd to establish working models of innovative approaches to landfill abatement in <br />the seven couuW Metropolitan Area; and <br /> <br /> WHEREAS, demonstration projects a:e experimental in nature and are intended to test <br />new methcuis of i~stitutional relationships that, if successful can be replicated throughout.out the <br />region; and <br /> <br /> WltlERE~S, State Statute will prohibit disposal of prunings (woody wastes) in landfills <br />by July 1, 1990, and; <br /> <br /> WIIIEREAS, the City of Ramsey Landfill Commission has been working on a grant <br />proposal for the C':ty of Ramsey Decentralized Brash Chipping Demonstration Program. <br /> <br />NOW TtlEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSE¥~ &NOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the City Council hereby authorizes the submittal of an application to the Metropolitan <br />Landfill Abatement Fund Demonstration Project Grant for the City of Ramsey <br />Dtxzcmrali:~ed Brush Chipping Demonstration Program. <br /> <br />Motion for the-. mioption of the foregoing resolution was duly seconded by Councilmember <br />Bawden and ~ ?.')t~ vote being taken thereon.the following voted in favor of: <br /> <br />Mayo~-' Roi} nann <br />Counc. ibnember DeLuca <br />Councihnember Sorteberg <br />Cotmc:i h~ember Pearson <br />Cotmcilmember Bawden <br /> <br />and the followir~g voted against the same: <br /> <br /> <br />
