Councilmember Sorteberg introduced the following resolution and moved for its adoption: RESOLUTION #88-241 RESOLUII©N E::;'I'ABLISHING CRITERIA FOR THE ISSUANCE OF OFF-SALE LIQUOR LICENSES WitEFIEAS, it is the policy of the City Council of Ramsey, Minnesota to regulate only the I'.)cadon ~nd size of off-sale liquor operations; and WI lEREAS, an additional off-sale liquor license will be available for issuance on April 9, i!)39; and WHEREAS, previous City Council policy on issuing liquor licenses is not changed by Chis resolution, but clarified as it relates to the issuance of an additional off-sale license. NOW THEPJ~FO[~E, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: ! ) All information required by ordinance and necessary to complete the needed investifiation must be made available to the Chief of Police before 5:00 p.m. on March 9, 1989. 2 ) All required escrows must be established and all required fees must be paid before ~,ny investigation will commence. 3 ) No applicant shall apply if the applicant is disqualified by any of the provisions of lhe (;ity's ordinance regulating the licensing of the sale of intoxicating liquors and wine. The applicant must be the owner-operator of the facility. BE IT FURTHER RESOLVED that the following criteria shall govern the Council's issuance of an addition;:;I ofimale intoxicating liquor license: The facility must be located in the designated Urban Area of Ramsey. ;' ) The facilily must not be within 2,000 feet of another off-sale intoxicating hqllo~ establishment, ]'he building must provide a minimum of 4,000 square fee of merchandise floor space. -'~ ) The building must meet all current building code, fire code, and safety requirements of th~; City of Ramsey. All parking areas must be paved and marked.
