Counci]member Peters0n introduced the following resolution and moved for _its adoption: RESOLUTION #89-02- 44 RESOLUT,[ON .APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENTS FOR BIDS (IMPROVEMENT PROJECT #89-01 RIVER'S BEND PARK SOUTh{ ;)EVELOPMENT). WHEREA~, pursuant to a resolution passed by the Ramsey City Council on November 15, 1988, Hakanson Anderson Associates, Inc. has prepared plans and specifications for the Improvement Project #89-01 River's Bend Park South Development and has presented such plans and ~pec~.fications to the Council for approval. NOW THE'REF©kE~ BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANc)]<A COUNTY, STATE OF MINNESOTA, as follows: t) ~uc~h plans and specifications, a copy of which is attache~{ h~]~eto and made a part hereof, are hereby approved. 2) '])h~.t the City Administrator shall prepare and cause to be inserted in the official paper no later than March 3, 1989 (Anoka Cot~ni~y Union) and in the Construction Bulletin an adverti~eme~t for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published for a period of time in accordance with state statutes, shall specify the work to be done, shall state that bids will be received by the city.Administrator until 11:00 a.m. on March 27, 1989, at which time they will be publicly opened in the Coun(~il Chambers of the Ramsey Municipal Center by the City Administrator and city Engineer, will then be tabulated, and will be considered by the Ramsey City Council at 7:30 p.m. no later than March 27, 1989 in the Council Chambers. Any bidder whose responsibility is questioned during consideration of the bid will be giwm an opportunity to address the Council on the issue of responsibi!]ty. No bids will be considered unless sealed and filed with the city Administrator and accompanied by a cash deposit, caslhier's check, bid bond or certified check payable to the City o~ Ramsey for five (5) percent of the amount of such bid.
