Mayor Reirr~;~;~,.,~ introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #89-02-45 <br /> <br />RESOLUT!ON F~EGARDING FUNDING FOR STREET CONSTRUCTION IN MINNESOTA <br /> <br /> WHEREAS, the City Engineers Association is composed of over 100 members <br />throughout !',.4in~(;sota representing nearly every city over 5,000 population in the State; and <br /> <br /> WHEREAS, the City of Ramsey is particularly aware of the transportation needs <br />of the citio~ ~'~d ~:ounties in the State of Minnesota; and <br /> <br /> WHEREAS, the street and highway system is deteriorating at a rate faster than <br />the financi~tl ¢)ili~y to maintain and rebuild it; and <br /> <br />Wi~IEREAS, transportation funding is a high priority issue of 1989; and <br /> <br /> W!-IEREAS, it is appropriate to use road user funds for major street and road <br />construction mth,':r than using properly tax; and <br /> <br /> W~IEFIEAS, county and city government highway and street plans are predicated <br />on proceud:; l¢or-n the Motor Vehicle Excise Tax (MVET); many county and city plans will be cut <br />back or not completed; and <br /> <br /> WItEREAS, the percent of local participation in the construction and <br />reconstructior~ of :;tale owned highways is inoreasing. <br /> <br />NOW THERt;_~OHE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1 ) That the City of Ramsey recommends that the 1989 session of the <br />Legislature provid,.; for the transfer of 100% of MVET to the road user fund to provide a stable <br />source of ad(;q~,~t¢, funding for the construction and maintenance of streets and highways in the <br />State. <br /> <br /> ;_.? ) That the "sunset" provision included in the 1988 Transportation Funding <br />Bill be ren~ow~.d so that MVET revenue can continue to go to the Highway User Tax Distribution <br />Fund so thai it ,.:m~ be used for city streets and county roads in the State of Minnesota. <br /> <br />That the mo,,:i,.m for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Pearson and ul:)ori vote being taken thereon, the following voted in favor thereof: <br /> <br />Ooui;c;ihnelnber Pearson <br />Cour, c:ihnelnber Peterson <br />Col ~nc:iirnomber DeLuca <br /> <br /> <br />
