Councilmeml:.,e~ D'.-;Luca introduced the following resolution and moved for its adoption: RESOLUTION #89-05-89 RESOLUTION APPROVING PLANS AND SPECIFICATIONS ADVERTISEMENT FOR BIDS (IMPROVEMENT PROJECT 88-26 CONTRO!.. SYSTEM FOR T.H. 10 AT SUNFISH LAKE BLVD.) AND ORDERING REVISED TRAFFIC WIdEREAS, pursuant to a motion passed by the Ramsey City Council on September 'i:~, 1988, the City Engineer, Mr. Peter Raatikka of Hakanson Anderson Associates, Inc., has prepar~;d plans and specifications for Improvement Project 88-26 revised traffic control system ~:or r.H. 10 at Sunfish Lake Blvd. and has presented such plans and specifications to the Council for approval. NOW, THEREF©RE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOK/~ COUNTY, STATE OF MINNESOTA, as follows: i ) Such plans and specifications, a copy of which is attached hereto and made a part hen.~o[, arc i~ereby approved. 2) That the City Administrator shall prepare and cause to be inserted in the official paper (Am-,ka County Union) and the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisemen! sha!l be published for 10 days, shall specify the work to be done, shall state that bids will be ;¢(;c.;eived by the City Administrator until 11:00 a.m. on May 26, 1989, at which time they will be publicly opened in the Council Chambers of the Ramsey Municipal Center by the City Administrator and City Engineer, will then be tabulated, and submitted to the State's Municipal Agreem~:nts Engineer for concurrence by the State in the award of the contract. Upon written notice of concurrence by the State, the City Council will consider the bids. Any bidder whose responsibilhy is questioned during consideration of the bid will be given an opportunity to address thu Co~mcil on the issue of responsibility. No bids will be considered unless sealed and filed with the City Administrator and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City of Ramsey for five (5) percent of the amount of such bid.
