Councilm~;mb~,~' Poterson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #89-05-93 <br /> <br />RESOLU'IrlON ~ELATING TO ESTABLISHING EROSION CONTROLS AND LIMITING <br />WATERSKiING ON THE LOWER RUM RIVER AND ESTABLISHING QUIET WATER <br />AREAS <br /> <br /> WHEREAS, the Lower Rum River Watershed Management Organization has been <br />contacted by property owners living on the lower Rum River who are concerned by erosion of <br />banks ami shor'r;lines abutting the river; and <br /> <br /> Wt~EREAS, boats pulling waterskiers and jetskiers create a heavy wake having <br />a negative ~,fre.~;i on the safely of people canoeing, swimming, or passively using the river; and <br /> <br /> WHEREAS, the Lower Rum River Watershed Management Organization has <br />contacted the County of Anoka which has indicated that the County Board is willing to consider an <br />ordinance limiting the wake of boats using the river and prohibiting waterskiing if the County <br />Board knows specifically what the Cities comprising the Lower Rum River Watershed <br />Management OLq2~ization want the County Board to adopt; and <br /> <br /> WHEREAS, the Lower Rum River Watershed Management Organization has <br />studied the issue and has recommended to this Council a draft of a model ordinance to be <br />presented to lh~ Aqoka County Board for adoption; and <br /> <br /> WHEREAS, this Council has reviewed the proposed ordinance and the provisions <br />contained <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> ) The recommendation of the Lower Rum River Watershed Management <br />Organizatior. f~r adoption of an ordinance establishing erosion controls and limiting waterskiing <br />behind boat~.~, arid jetskiing operating on a portion of the lower Rum River is deemed to be in the <br />best inter(:sts of t[~e public. <br /> <br /> ;:~) 'f'he attached proposed ordinance is hereby returned to the Lower Rum <br />River Wat~;rr;h~.d Management Organization with the following suggested changes and the revised <br />model ordin~r~cr? should be sent on to Anoka County for adoption: <br /> <br />,.'\11 ~'eferences to minimum wakes from boats should be eliminated. <br /> <br /> 3 ) l'he area to be designated as a quiet water within the corporate boundaries <br />of the City o~ t:-~.~'~;ey is as follows: <br /> <br />entire length of the Rum River within the City's municipal boundary. <br /> <br /> <br />
